Several w~eks ago w~ discovered that there was a question on the
interpretation of scme of the setback requirements under ~rcial zoning in
both the minds of the city staff and ourselves. The questions arose from the
application of Children's World, Inc. to plat a site for a daycare center on
Moore road north of Sandy r~ke. In that specific case, the city staff
~nded to Children's World, Inc. that they submit their plat request with
& variance for the particular setback in question.
~mver the manner in which this particular interpretation is resolved has a
substantial impact on not only the platting of the Children's World property
but the planning or platting of any of the c~,..,~rcially zoned areas within the
Parks of Coppell, and es[~ecially within the Town Center area. Since there
seems to be a legitimate question on the interpretatio~ of the intent of the
ordinance, or at the very least a r~ed for clarification of the ordinance, w~
ha~e z~guested to be placed on the agenda for October 14 meeting to su~it the
question and request an interpretation that can be applied in any ccm~ercially
zoned district. It is our understanding from Ed Poamll that he is attempting
to place this matter on the a~enda for that meeting.
We have requested Hodges & Associates, who are architects currently working on
To~ Center planning for us, to discuss this matter with the city staff and to
prepare a brief presentation for the council to help resolve this particular
question.
At the meeting between Ho~3es and the city staff it was recommended by staff
that this letter be written requesting the right to be heard before the City
Council for the purpose of making the presentation above described. A
consistent and lo~ical'intarpretation of this particular issue is necessary to
know how to plan oc~m~rcially zoned properties within the city of Coppell and
could have a significant impact on the future pro~erty tax base within the
city. We do respectfully ruKluest the right to address this issue before the
Council at the October 14 n~eting or at an alternate time.
