SUMMIT AT THE SPRINGS, PRELIMINARY PLAT
Conditions for approval:
(1) Compliance with Engineering comments as follows:
Landscaping Plans:
The Preliminary Entry Development East Entry Scheme 2 shows the roadway
coming off of Bethel Road to be 15 feet in width, however, the plat shows 21 feet in
width. These should be consistent. Also, the exit should be a minimum of 25 feet
in width.
These are informational comments and shoUld have no bearing on the approval of the plat:
1. Some type of slope protection may be required in the bend of Grapevine Creek
adjacent to lot 45, Block B and Lot IX, Block A.
2. A floodplain reclamation study will be required.
3. There will be no parking on the street for lots adjacent to the narrow paving for the
streets and cul-de-sacs.
4. Impact fees will be required.

The City Council approved the planned development, single-
family-9 zoning on February 27, 1996.
TRANSPORTATION:
Bethel Road is a 2-lane undivided asphalt road with side ditches in
a 50'-wide fight-of-way, proposed to be a C2U collector street
within a 60'-wide fight-of-way from Coppell Road to Grapevine
Creek and within a 90' fight-of-way from Grapevine Creek to
Denton Tap Road.

COMPREHENSIVE PLAN:
The 1987 Plan showed a special use district. The revised
proposal suggests a residential use.
DISCUSSION:
The approved Planned Development site plan showed a total of 74 residential lots while this
preliminary plat is showing a total of 70 lots. The reduction of 4 lots was to mitigate the
potential problems with certain cul-de-sacs which could pose problems to fire trucks. The
applicant needs to make a number of minor corrections to the plat, landscape and elevation plan
such as show the type and quantity of planting material going to be used at the subdivision entry,
provide dimensions of the proposed subdivision sign and comply with the engineering comments.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the preliminary plat subject to the following conditions being met:
1) Provide a complete listing of quantity of planting material to be used at the
subdivision entry.
2) Provide elevations of proposed subdivision signage showing dimensions of the lettering.
3) Comply with engineering comments.

of requests. Councilmember Sturges moved to close the Public Hearing and approve Resolution No.
061196.1 with the following amendments: 1) a definition for ~building' to be 'municipal buildings in
operational use excluding storage facilities' be placed in the resolution; 2) Section II-E-2 the word
'suggested' be stricken and read '... the charge is $.12...'; 3) Section II-N-1 shall be amended to
show the charge for video tapes to be $10.00 for each tape without regard to duration. Councilmember
Robertson seconded the motion; the motion carried 6-0 with Mayor Pro Tem Mayo and
Councilmembers Alexander, Sturges, Watson, Tunnell, and Robertson voting in favor of the motion.

Consider approval of a Resolution establishing procedures and cost of providing
Public Information, and authorizing the lVlayor to sign.

Consider approval of the Summit at the Springs, Preliminary Plat, to allow the
development of a 70-lot planned development, single-f~y residential subdivision
on 29.88 acres of property located on the south side of Bethel Road, approximately

Gary Sieb, Director of Planning and Community Services, made a presentation to the Council. Council
made inquiries and asked for clarification at to the exact boundaries of this property. Councilmember
Robertson moved to approve Summit at the Springs, Preliminary Plat, to allow the development of a
70-lot planned development, single-family residential subdivision on 29.88 acres of property located on
the south side of Bethel Road, approximately 500' west of Denton Tap Road and that the Planning and
Zoning Commission be the final authority on the final plat. Mayor Pro Tem Mayo seconded the
motion; the motion carried 6-0 with Mayor Pro Tem Mayo and Councilmembera Alexander, Sturges,
Watson, Tunnell, and Robertson voting in favor of the motion.

Consider approval of Village at Cottonwood Creek, Section V, Preliminary Plat, to
allow the development of a .~8-1ot single-family residential subdivision on 16.8 acres
of property located at the northeast corner of Sandy Lake and Coppeli Roads.
Gary $ieb, Director of Planning and Community Services, made a presentation to the Council.
Councilmember Tunnell inquired as to the airport noise issue and the Applicant indicated he would put
the standard notice on the face of the plat. Pat At_k-ins, representing Grand Homes, addressed the
Council regarding alley and traffic concerns. Councflmember Tunnell expressed her concerns to the
City Engineer regarding the street flooding issue. Ken Griffin, Assistant City Manager/City Engineer,
addressed the flooding issue and stated any problems would be resolved before constructions plans
would be approved. Mr. Griffin also indicated that 13 notification letters had been sent regarding the
alley issue and only two responses were received; however he would recommend that the alley be turned
back into the subdivision. Councilmember Alexander moved to approve Village at Cottonwood Creek,
Section V, Preliminary Plat, to allow the development of a 58-1ot single-family residential subdivision
on 16.8 acres of property located at the northeast comer of Sandy Lake and Coppell Roads with the
