Re: Purchase of approximately .5 acres of land fi:om the Centex Corporation
Please find attached a copy of a map section indicating the Denton Creek Bridge, its hike
and bike trail additions and the transition trail easement to the north Denton Creek Trail.
The CRDC chose to fund bridge additions to allow the Hike and Bike Trail to cross both
over and under the bridge without entering traffic. To make these bridge additions
compatible with the A.D.A. accessibility requirements, it is necessary to acquire additional
trail easements from the adjacent property owner (Centex Corporation). In doing so,
there is a small parcel of land (approximately .5 acres) that has been rendered unusable or
saleable according Centex.
Please find attached a letter fi:om Centex relating their concerns and a request that the
CRDC purchase this .5 acre for between $4.00 and $4.75 per sq. fi. or approximately
$85,120. You are not under any obligation to purchase this land; however, we suspect
that failure to do so will impact their decision to comply with this trail easement
dedication.
Staffwill be requesting direction fi'om the CRDC to either purchase this land for the above
specified price, or take a counter offer back to Centex or proceed with condemnation
efforts if necessary to secure the troll easement. It is staff recommendation to offer $1.00
per sq. fi. or ($21,280), should you choose to purchase this site.

Hike & Bike Trail Easement ("Easement") requested by the City of
Coppell ("City") located south of the S.H. 121 Bypass on the east side of
Denton Tap Road on property owned by Centex Development Company
("CDC") (Reference attached Exhibit A).
Dear Mr. Sims:
This letter is written to address the above mentioned Easement requested by the City and
CDC's position regarding grm~ting the Easement.
Prior to thc City arranging for the Easement, CDC negotiated and contracted with the
Smart Start School, a proposed pre-school, to be located on CDC's property, adjacent to
the Easement area. CDC planncd for a minimum of 50 feet between the pre-school
property and Denton Tap for a possible drivc to accommodate parking or access for some
other use on its' remaining land. The City is nov,' requesting that CDC grant an casement
with frontage along Denton 'rap that. becattse of its' location and alignment, will render
approximately !/;_ acre of CDC's property unusable. CDC believes that this ½ acre has
significant value (proximate tracts are selling in the range of $4.00 - $4.75/s.f.) and would
like to reach an amicable solution with the City as quickly as possible.
As you know, CDC has worked with the City while developing its' Vistas of Coppcll
subdivision, to dedicate land necessary for the hike & bike trail from MacArthur
Boulevard to the new elemental' and middle schools located along thc S.tt. 121 Bypass.
Additionally, Centex has constructed the trail at its' cost along the southern boundary ot~
thc subdivision in return for park fee credits. CDC is willing to work out a similar
arrangement for the compensation of this land; however, CDC has developed all of its'
remaining single Pamily land that would be subject to park fees. CDC would welcome
thc opportunit3 to discuss these issues with the City further and we are open to consider
any ideas thc City may propose to resolve this matter.
