We are wdting to express our opposition to the zoning case for the property on Riverchase
which is proposed to be a 360 unit apartment complex called Stoneleigh at Riverchase.
There are several reasons for our concerns;
1. This 20 acre lot and the adjacent 20 acre lot to the east could add 720 additional family
units to the Riverchase area in southeast Coppell. This could tdple the number of families
in this area (there are approximately 350 single family homes in this area). The
infrastructure to support this area is not in place.
2. Additional development of that stretch of street will only increase the traffic hazard. We
would urge the city to provide the infrastructure (streets, stoplights, turning lanes, etc.) prior
further development. The intersection of MacArthur and Riverchase is dangerous right now.
At times during the day, it is nearly impossible to make a left turn from Riverchase onto
southbound MacArthur. Additional development and the traffic it bdngs will only compound
the problem.
3. We understand that the developer, only after being rejected by your committee, has offered
to fund the proposed Fairway Drive. However, they have not guaranteed that the road
would ever be built. We do not feel that this is a workable solution either because that new
street would become Coppell and Lewisville's shortcut to avoid MacArthur. The increased
traffic on Riverchase would be a hazard to the motorized golf carts, children and joggers
and walkers.
4. The intersection of Beltline and MacArthur is an important gateway to the City of Coppell.
we feel that apartments will detract from the image that Coppeli wants to present. The
visitor traveling into Coppell will form an opinion based upon the first images he sees when
entering the city. The visitor will think he has just entered Valley Ranch North. I Dived in
Irving for seven years and don't want Coppeil to turn into another Irving.
5. This section of Coppell is not served by the Coppell Independent School District. The
children must ride a bus down Mac, Arthur and cross Bettline to go to either Landry
Elementary in Valley Ranch or Los Colinas Middle in Hackberry Creek. When the new
middle school opens in the Fall of 1997 behind the Tom Thumb, no bus service will be
available and the children will be required to walk to school. This will create a very unsafe
condition for 5rh and 6'h grade students walking down Riverchase (no sidewalks), south on
Mac, Arthur and risking their lives twice a day crossing Beltline. The children will have to
cross Beltline in the morning at rush hour. This is an extremely unsafe condition and
Coppell should be aware of the risks and potential liabilities.

6. This section of the city has no public park space. It would be contrary to the public good to
allow this complex to be built (and we all know the property to the east is next) and increase
the density in southeast Coppell. It currently has approximately 350 single family homes,
300 plus family units in the Jefferson apartment complex and several hundred lower income
families in Wellington.
For these reasons, we request that you reject the applicant's request.
