Wheeler, Cruse, DeFilippo and McCaffrey voting in favor. None opposed.

conditions:

COMPREHF2qSIVE PLAN:
The Comprehensive ~ shows the property suitable for
multi-ftmily development.
DISCUSSION:
On January 14, 1997, City Council approved the preliminn~ plat with a
number of s6pulntim~, one bein~ that the City and D.A.R.T. must enter
into a Development Agreement regnrdin~ the construction of Fairway
Drive and t.~e railroad crossi~, as well as ~ a possible traffic
light location. Furthenno~, both the DeveSt Agreement and the
stop light issue had to be brought back to Council before the Final Plat
could be considea~. As staa~ in the City Manager's ~dum
(attached), the City is currently eval~ the associated costs for
providm' g the crossing, as well as other improvements that D.A.R.T. staff
is suggesting be made in order to obtain a positive recommendation of the
D.A.R.T. Board. More information will be made available at the March
spaces from the required 912 to 830, as well as the variance to allow two
36-cubic yard traah compacmn, in lieu of the required twelve 6-cubic
yard dumpsters. In addition, the aparmamt management will be providing
noise ~, as well as improve the aesthetics and convenience.
The applicant has satisfied staff concern with the lnnd~ of the
garde structures by providing vertical definition usin~ a 6 foot high
Nellie Steven's Holly planted in a planter island located ~t the center of
each ~u-a~¢ structure°
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
