Dear Members of City Council:
On October 10, 1995 City Council voted to ratify, by City of Coppell Ordinance, the
Special Use Permit granted to this site. The Ordinance No. 91500-A-107 passed on that
date indicated specific special conditions attached to approval. These conditions included
Section 2, Paragraph 7 which states "The monument sign shall be eight feet high, 60
square feet in area, with a brick base, and a setback of 72.5 feet, and shall be constructed
in accordance with the Monument Sign Elevation Plan attached hereto as Exhibit "D"".
This Special Use Permit was originally reviewed by the City of Coppell Planning and
Zoning Commission on April 20, 1995. The P & Z recommended approval of the Special
Use Permit with conditions. They were aware of the application for variance on the
monument sign location on site and could have but did not make specific comments about
the sign at that time. At the May 9, 1995 City Council public heating for this project and
subsequent discussions at the meeting, this specific monument sign size and area was
suggested by members of Council and ultimately agreed to by Taco Bell representatives
present at the meeting. We agreed to this compromise from our larger submitted size
which was in accordance with the then and still present City of Coppell Sign Ordinance.
This project has gone forward in good faith with the current Ordinance approved
monument signage and we have based all of our business projections on this approved
signage remaining. We are hopeful that Council will also go forward in good faith with
the continuation of this approval. We will be in attendance at the November 14, 1995 City
Council meeting if you have any questions.
