HISTORY:
The majority of the property has been zoned TC since 1982. A 1-
acre portion was rezoned to TC and the Prelimary Plat was
approved on July 9, 1996, with City Council retaining final plat
approval authority.
TRANSPORTATION:
Sandy Lake Road is a txvo-lane asphalt road within a variable-
width right-of-way (100' wide in front of the subject property),
shown on the thoroughfared plan as a C4D four-lane divided
collector street to be built within a 110'-wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
neighborhood retail uses.
DISCUSSION:
The Planning and Zoning Commission and City Council approved a Site
Plan in connection with approval of the ordinance granting the TC District
for a 1-acre portion of this property and in connection with approval of
the preliminary plat. The final plat conforms with the approved
preliminary plat and site plan. The staff Development Review Committee
reviewed the final plat and landscape plans, and made several additional
recommendations. The applicant has complied with the majority of those.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the Final Plat subject to compliance with
Engineering Department comments and subject to correction of the
signature block to reflect that City Council is the final approval authority.
