application and $400.00 application fee were submitted on September 26. Stafferroneously returned the application to U-Haul. The application was resubmitted
prior to the downzoning on October 10. The site plan was not submitted on October 18 as stated in the staff report. Therefore, under state law, the application
must be evaluated in accordance with the LI zoning in effect when the site plan applicat{on was filed pursuant to Ch. 245, Tex. Loc. Gov't. Code.
