COMPREHF~NSIVE PLAN:
The area of MacArthur Blvd. and Beltline Road has been
designated as a special land use category for mixed uses since it is
considered as a gateway into the City.
ANALYSIS: .
The church is proposing an 18,000 square foot facility in phase
one of the development. Due to the square footage of the facility,
the fire department requires the building to be fully sprinldered.
Because of phase II future expansion, all temporary fire lanes must
be composed of grasscrete or any other approved temporary all-
weather surface. If a temporary surface is used as a fire lane, then
it should be utilized by Fire Department only.
Another concern that must be addressed by the City Council is the
Church's request to obtain a variance that would allow them to
build a wooden trash enclosure for the dumpster. Coppell's
ordinance requires that all dumpsters be screened and surrounded
on three sides by masonry materials. If the enclosure is
constructed of masonry materials at this point in time, then as the
church expands (future plans indicate a building will be placed on
the area where the temporary location of the dumpster is shown),
the masonry dumpster will be demolished and would again be
required to be composed of masonry. The present location of the
dumpster is located behind the facility and is not within public

part of this expense. Mayor Pro Tem Robertson seconded the motion; the motion carried 6-1
with Mayor Pro Tern Robertson and Councilmembers Stahly, Watson, Reitman, Mayo, and
Garrison voting in favor of the motion and Councilmember Weaver voting against the motion.

After discussion, Mayor Pro Tem Robertson moved to approve Waters Edge, Phase 2, Final
Plat, located along the north side of Sandy Lake Road, between MacArthur Boulevard and
Meadowglen Circle with the following conditions: 1) the alley requirement is waived, 2) street
center line radii may be less than the required minimum and 3) the portion of lot 1 and 2, and
all building lines, lot lines and easements created by the map of Lakeside Village as recorded
in Volume 85816, Page 1670, located within Waters Edge, Phase 2, will be abandoned by the
execution of this plat. Councilmember Reitman seconded the motion; the motion carried 5-2
with Mayor Pro Tern Robertson and Councilmembers Stahly, Reitman, Mayo, and Garrison

motion.
