The letter addresses impact fees on our expansion at Valley Ranch Self Storage in Coppell and is dated November 20, 1995. We have been told both in writing and orally by the staff at the City of Coppell that impact fees would only be required if the building permit was not issued by January 20, lg96 when a new ordinance requiring the impact fees becomes effective. It is our understanding that the documents required by the city of Coppeil have been submitted by your firm in a timely fashion in order to receive the building permit before the above mentioned date. Our confusion about this maffer is caused by the letters mentioned by Mr. Virtanen which contain a sentence which reads 'Please note that Impact fees will be required for this development." Both contain a sentence which reads: "Please note that Impact fees will be required for this development." The purpose of including the sentence was to alert you to the Engineering Department's comments from the Development Review Committee meeting. Since the Engineering Department administers the roadway and utility impact fees, as soon as we finished our telephone conversation I went over to Engineering and asked Ken Griffin what fees were involved. He said that he had spent about twenty minutes with Brockette, Davis and Drake earlier this morning explaining the requirements. Apparently the required impact fees are for roadways. Your consulting engineer has complete information regarding that. The letters Gary and I sent you accurately reported the requirement, consequently there is nothing to retract. If after you have talked with your consulting engineers you have any further questions, I think they best can be answered by the Engineering Department.
