Box 478 Coppell, Texas 75019 214 - 462 - 0022 STAFF REPORT FEBRUARY 23, 1984 SCOTT BARNETT, PLANNING CO-ORDINATOR RE: Case #84-01-19/Townoaks Centre (Minyards) LOCATION: Southeast corner of the intersec- tion of Denton Tap and Sandy Lake Roads. REQUEST: Preliminary Plat approval of The Townoaks Centre. APPLICANT: Univest Corp. and Minyards Corp. represented by Chris Chisholm. The applicant is requesting preliminary plat approval of the Townoaks Centre (Mi nyards Corp.) on the southeast corner of Sandy Lake and Denton Tap Roads. Through staff review the preliminary plat meets all Subdivision Ordinance requirements. In regard to the Zoning district regulations, the applicant meets all requirements with the exception of the ten (10) foot setback from the front property line required in Section 23, Subsection 23.4, on both Sandy Lake and Denton Tap Roads. In order to allow for: 1. Areas to accomodate landscaping features. 2. Allow for an area to accomodate vehicle overhang, so as not to pro- trude into the Right of Way. STAFF EVALUATION: Through staff consulation, with the applicant, an alternate submittal for a variance was suggested on both Denton Tap and Sandy Lake Roads, which the staff felt was a more acceptable request and is as follows: 1. Since the parking spaces exceed the minimum required by 47, the deletion of 10 spaces in lot 3 on the west end would allow for the ten (10) feet needed for the required setback. 2. In regard to the area adjacent to the restaurant and along Sandy Lake Road, there is additional footage that can be a acquired by: a. Reduce the size of the vehicle lanes to the minimum of 20 feet, which would give the applicant two feet. b. Request a variance to the parking space depth of 20 feet required in Section 30, Subsection 30.4, paragraph 5 to 18 feet allowing an additional four feet bringing the total to six feet that the staff was able to find. A request was made to the applicant PAGE 2 that they go back to the drawing board and find the additional four (4) feet necessary. Since the applicant has not brought back any adjustments suggested, at this time, it is the consensus of the staff that a denial of this request be made. PLANNING AND ZONING COMMISSION: This plat was approved contingent of the action taken by the Board of Adjustments hearing to be held Monday, March 12, 1984 in reference to the 10 feet setback from the Right-of-Way line. Attached to this report is the report submitted to the Board members explaining the final committment of the applicant and the staffs comments on their final submittal. Since both hearings will be within 24 hours of each other, I will submit a report to the members of the Council the night of the City Council meeting, explaining the actions taken by the Board of Adjustments. In regard to the additional submittal requirements these plats meet those standards. Planning and Zoning Commission recommends approval by a 4-0 vote contingent of the rulings by the Board of Adjustments.
