This is in response to a letter, dated December 17, 1984, submitted bY Mr. N.
Wayne Ginn, P.E., City Engineer of Coppell, Texas. In his letter, Mr. Ginn
requested that the Federal Emergency Management Agency (FEMA) issue a Letter
of Map Revision (LOMR) for the effective Flood Insurance Study (FIS) of
Coppell concerning a tract of land known as the Lakes of Coppell along Denton
Creek. This request results from a new hydraulic analysis of the Elm Fork of
the Trinity River which has a significant impact on the flood hazard potential
within the Lakes of Coppell tract.
We have reviewed the technical repdrt submitted by Mr. Ginn, entitled "Flood-
plain Reclamation Study, Lakes of Coppell," dated December 1984, prepared by
Nathan D. Maier Consulting Engineers, Inc. The report includes hydraulic
modeling of the Elm Fork of the'Trinity River, cross-section plots and a
boundary survey of the 'Lakes of Cbp~ell tract. On March 21, 1985, we' received
final hydraulic mQdels, dated March 20, 1985, which indicated'that floodway
elevations would not be affected by narrowing the floodway within the Lakes of
Coppell property. Therefore, the:effective Flood Boundary and Floodway Nap
(FBFM) number 480170, Panel 0005, dated February 15, 1984, for the City of
Cop~ell, has been revised by way of this LOMR to reflect a new floodway
boundary. The floodway boundary on the west side of the Elm Fork of the
Trinity River downstream of cross section E has been narrowed as shown in the
enclosed annotated copies of your community~s effective FBFM.
It should be noted that an on-going reclamation project in the lower ~art of
the Denton Creek flood plain will, when complete, warrant a modification to
the 100-year (base flood) and 500-year flood boundaries in this area. Please
be aware that the fill elevation should correspond to the higher .BFEs result-
ing from the updated rating curve' at the Carrollton gage prepared by the U.S.
Geological Survey in 1982..These' modified flood boundaries will be incor-
porated, with the floodway changes described in 'this LOMR, into a physical map
revision for your community.
This modification has been made pursuant to Section 206 of_the Floo~ Disaster
Protection Act of 19~3 (P.L. 93-234) and is in accordance.with the N~tional
Flood Insurance Act of 1968, as amended (Title XIII of the Housing and Urban
Development Act of 1968, P.L. 90d448) 42 U.S.C. 4001-4128, and 44 CFR Part
65.
As required by the legislation, a community must adopt and enforce flood' plain
management measures in order to ensure continued eligiblity to participate in
the National Flood Insurance Program. Therefore, the City of Coppell must
enforce these regulations' using, at a minimum, the' elevations and zone de.sig-
nati. ons in the special flood hazard areas as shown on your community's FIRM,
including., the modifications made by this letter of map revision.
This modification is effective as of the date of this letter. However, a
review of this determination and any requests for changes should be made
within 30 days. Any requ. ests for reconsideration must be based on scientific
.or technical data.
The community number and suffix code listed above will be.used for all flood
insurance policies ahd renewals issued for your community.'.
