that the Developer provide appropriate screening and barrier between the alley
easement and DeForest Road on the north side of the property, as determined

minimum street centerline radius shown on the plat.

LOCATION:
South of DeForest Road and east of Allen Road, on a total
of 23.88 acres of land.
REQUEST:
Approval of a preliminary plat along with the following
variances as requested:
1) Allow alleys to be placed as indicated on the plat.
2) Minimum street center line radius to be less than 425
feet (as required by the Comprehensive Subdivision
Ordinance), to allow for the placement of Brentwood
Drive.

HISTORY:
Villages of Coppell, Phase III, was previously submitted
to the City as a preliminary plat in 1989. The plat,
approved by the City Council on November 14, 1989, depicted
a total of 101 single-family detached lots with a typical
lot size of 60 X 100 feet. Two variances were requested at
the time of the first submittal; to center the structures
on the lot, and waiver of the alley requirement along
certain lots.
ANALYSIS:
The preliminary plat for Villages of Coppell, Phase III as
submitted is acceptable. Staff compared the most recent
plat to the plat approved in November of 1989, and would
like to point out the changes between the plats, for your
information.
1) Typical lot size changes from 60 X 100 feet (on the
previous plat), to 50 X 100 feet.
2) Total number of lots increased from 101 lots (on the
previous plat), to 120 lots on the new plat.
ITEM 5
Applicant is requesting approval of the preliminary plat
with two (2) variances. A third variance is requested to
center the houses on the lot, but this type of action must
be approved by the Board of Adjustments. Therefore, action
on variance request #2 as indicated on the preliminary
plat, must be referred to the Board of Adjustments.

Minutes of April 19, 1990
PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in
pre-session at 7:00 p.m. and in regular session at 7:30 p.m., on Thursday,
April 19, 1990, in the Coppell Town Center, 255 Parkway Boulevard,
Coppell, Texas 75019. The following members were present:
Chairman Joe Munsch
Vice-Chairman Peyton Weaver
Commissioner Melvin Gross
Commissioner George Redford
Also present were Director of Planning and Community Services Gary L.
Sieb, P&Z Coordinator Taryon Bowman, Consultant Engineer John Karlsruher
and Administrative Secretary Linda Glidewell.
Commissioners Robert Green, Marsha Tunnell and Robert Scott were absent.
Chairman Munsch called the meeting to order and everyone was asked to
stand while he gave the invocation.
Item 4: Approval of Minutes of March 15, 1990
Following discussion Commissioner Gross moved to approve the
minutes of March 15, 1990. Commissioner Redford seconded the
motion; motion carried (4-0) with Chairman Munsch and
Commissioners Gross, Redford and Weaver voting in favor of the
motion.
PLATTING
Item 5: Consider approval of a preliminary plat for Villages of
Coppell, Phase III, located south of DeForest Road and east of
Allen Road, at the request of Don Tipton Engineering.
P&Z Coordinator Taryon Bowman introduced the item to the
Commission. Ms. Bowman s%ated that this project is loea%ed on a
23.33 acre tract of land, and will permit 101 single-family
structures. She further stated that the previous preliminary
plat was approved by Council in Nove~r, 1989, with a t~pical
lot size of 60 X 100 feet, and the plat before the Commission
tonight represents a typical lot size of 50 X 100 feet. Ms.
Bowman stated that the applicant is requesting two variances, as
follows:
1) allow alleys to be placed as indicated, and
2)

to allow the street radius to be less than 425 feet
(this would allow for the placement of Brentwood Drive)
Ms. Bowman then stated that this plat represent 120 lots, as
opposed to the previous plat of 101 lots. She further stated
that staff has some concerns with this request, as follows:

the alley that runs parallel to DeForest Road could
pose a potential hazard, and staff would ask that the
Developer consider installing a solid masonry wall or
a liVing screening wall.

should be considered before the Board of Adjustment.
Mr. Pat Atkins of Don Tipton Engineers was present to represent
this item before the Commission.
Following discussion Commissioner Weaver moved to approve the
preliminary plat for Villagee of Coppell, Phase III, with the
condition that the developer provide appropriate screening and
barrier between the alley easement and DeForest Road on the
north side of the property as determined appropriate by the City
staff, and approving variances #1 and #3. Commissioner Redford
seconded the motion; motion carried (4-0) with Chairman Munsch
and Commissioners Gross, Redford and Weaver voting in favor of
the motion.

Consider approval of a preliminary plat for Villages of Coppell,
Phase IV, located at the southwest corner of DeForest Road and
Allen Road, at the request of Don Tipton Engineers.
P&Z Coordinator Taryon Bowman introduced the item to the
Commission. Ms. Bowmen stated this plat represents 99 lots on
17.21 acres of land. The applicant is requesting approval of a
preliminary plat with the following variances:

that the alleys be required only where indicated on
the plat, and
that the minimum street radius be 425 feet.
Ms. Bowman then stated that as discussed earlier, the second
variance request should be deferred to the Board of Adjustment.
Mr. Pat Atkins of Don Tipton Engineers was present to represent
this item before the Commission.
Following discussion Commissioner Weaver moved to approve the
preliminary plat for Villages of Coppell, Phase IV, approving
variance #3 only, and with the condition that the alley be added
on Block A, between lots 3 and 14. Commissioner Gross seconded
the motion; motion carried (4-0) with Chairman Munsch and
replat. Mayor Wolf declared the public hearing open and asked for
those persons who wished to speak against the proposed replat.
Those persons speaking were Mr. James Zukauckas, 724 Parkway Blvd.
Mr. Zukauckas indicated he had a question rather than opposition
concerning the all brick masonry requirements on the houses. Mr.
Sieb stated that this item had been previously discussed and had
been resolved. Mayor Wolfe then asked for those persons who wished
to speak against the proposed replat; there were none. The public
hearing was declared closed. Following discussion by the Council,
Councilman Robertson moved that the replat be approved as
submitted. Councilman Thomas seconded; motion carried 7-0 with
Mayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton,
Cowman, Robertson and Nelson voting in favor of the motion.
Item 14. Consider approval of a preliminary plat for Villages of
Coppell, Phase III, located south of DeForest Road and
east of Allen Road, at the request of Don Tipton
Engineering.
Director of Planning & Community Services Gary Sieb made the
presentation to the Council. The Planning & Zoning Commission has
recommended unanimous approval of this plat with the condition that
the developer provide appropriate screening and barrier between the
alley easement and Deforest Road on the north side of the property.
As determined appropriate by the city staff, showing alleys as
depicted on the plat and minimum streets center line radius shown
on the plat. The plat does contain two conditions which are 1)
allow alleys to be placed as indicated on the plat 2) permit
minimum street center line radius to be less than 425 feet to allow
for the placement of Brentwood Drive. 3) appropriate screening
and barrier between the alley easement and DeForest Road on the
north side of the property, and 4) provision of an access easement
on Lot 1 at the southeast intersection of Brentwood Drive and Allen
Road. Mr. H. H. McGinnis who has property adjoining this
development on the north side of Deforest Road was present to
discuss drainage problems in his area with the Council. Mr.
McGinnis stated that he felt this development would cause
additional drainage problems on his property. Mr. Sieb indicated
to the Council that all drainage items would be addressed prior to
the final plat being brought forward to Council. Mr. Pat Atkins
with Don Tipton Engineering, representing the applicant, was
present and stated to the Council that it was the intent of the
developer and the design of the plat to drain all areas in this
development to the east. Following discussion on this item,
Councilman Morton moved that the preliminary plat be approved
subject to all drainage problems being remedied and that Mr. H. H.
McGinnis be consulted and informed of any drainage issues.
Councilman Thomas seconded the motion; motion carried 7-0 with
Mayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton,
Cowman, Robertson and Nelson voting in favor of the motion.
Item 15. Consider approval of a preliminary plat for Villages of
Coppell, phase IV, located at the southwest corner of
DeForest Road and Allen Road, at the request of Don
Tipton Engineers.
Director of Planning & Community Services Gary Sieb made the
presentation to the Council. Mr. Sieb stated that the Planning &
Zoning Commission recommended approval of the preliminary plat with
approval of a minimum street center line radius less than 425 feet
and, with the condition that the alley be added on Block A, between
lots 3 & 14. Additional conditions being requested are 1) that
the alley be required only where indicated on the plat; 2) minimum
street radius to be less that 425 feet where as these Coppell
subdivisions require a minimum distance of 425 feet, and; 3)
appropriate screening and barrier be placed between the alley and
DeForest Road. Following discussion on this item, Councilman
Robertson moved that the preliminary plat be approved with the
three conditions as indicated subject to all drainage being worked
out prior to the final plat being presented back before Council.
