February 11, 1986 Villages of Coppell -- Phase II Final Plat ENGINEERS We have reviewed the above referenced project for conformance to the City of Coppell Zoning and Subdivision Ordinances. The following sets forth our comments. A. General Property is generally located north of proposed MacArthur Boulevard, east of Raintree Village, and west of and adjoining Allen Road in the Lakes of Coppell, adjoining Phase I development to the southwest. It is our understanding that the preliminary plat was approved by P & Z on June 20, 1985, and in July by Council. The final plat was approved November 21, 1985, by P & Z. When it came before Council, one of the Council members suggested that alleys be provided. The engineer revised the plan to indicate alleys and changed lots 7 through 27, Block E. Now they are requesting approval as a final plat. We have no objections to allowing this to come through as a final, but according to the Subdivision Ordinance, this probably should go back as a preliminary first prior to reviewing finals. B. Zoning: Present zoning is SF-0, Single Family Residential Zero lot line. To the north and east is additional SF-0 land; to the southeast is MF-2; to the southwest is SF-12. The area regulations of front, side, and rear yards appear to conform to the ordinance. The size of the lots meet the ordinance criteria. C. Plans: The plans submitted and approved prior to going to Council before are virtually the same. We have received revised plans recently and have reviewed those plans, had no objections and then forwarded them to the City Engineer, Mr. Powell, for his review. 16135 Preston Road · Suite 106 · Dallas, Texas 75248 · Phone 214/386-6611 D. Summary: From a zoning standpoint, we have no objections to approving the plat as submitted. The Commission may decide that it needs to be resubmitted as a preliminary prior to approving the finals. We would recommending allowing this submittal to be considered preliminary/final. From an engineering standpoint, we have no major objections to the plans that were submitted.
