HEARING DATE: January 14, 1997 LOCATION: South side of Spur 553 (also known as Vista Ridge Blvd.), east of Denton Tap Road and north of Denton Creek SIZE OF AREA: 12.725 acres 65 lots of the proposed l13-1ot residential subdivision CURRENT ZONING: PD-SF-7 REQUEST: Approval of Final Plat for 65 residential lots APPLICANT: Owner; Vista Properties, Inc. ~950 Berkshire Lane, Ste. 400 Dallas, TX 75225 (214) 360-1524 Engineer: Carter & Burgess, Inc. 7950 Elmbrook Dr., Ste. 250 Dallas, TX 75247 (214) 638-0145 HISTORY: The City of Coppell annexed portions of the Vista Ridge Business Park in 1986 and 1990, including the property currently under consideration. On February 15, 1996, the Planning and Zoning Commission disapproved a preliminary plat for the property pending its decision on a companion request for a Planned Development District. On March 21, 1996 the Planning & Zoning Commission approved the zoning and preliminary plat. City Council approved the zoning on May 14, 1996. On September 10,1996, Council approved the preliminary plat for the proposed 113 residential lot subdivision. Item # 9 TRANSPORTATION: Denton Tap Road is a P6D, a six-lane divided (120 foot r.o.w.); currently, a two-lane roadway; the S.H. 121 Bypass will be built to freeway standards with access roads in 450 feet of r.o.w. (The service roads from the Tarrant County line to The Colony are scheduled for completion within 21/2 years. The timing of the upgrade to freeway status is dependent upon whether or not the project is approved as a toll road.) SURROUNDING LAND USE & ZONING: North - South - East - West - vacant; City of Lewisville vacant, Denton Creek; "TC" Town Center vacant; "HC" Highway Commercial vacant; Planned Development "PD-133 FP, HC, SF-12, SF-9" COMPREHENSIVE PLAN: The 1987 Comprehensive Plan shows this property outside the boundaries of the planning area. The 1996 Comprehensive Plan shows the area as suitable for Iow- density residential development. DISCUSSION: This submittal represents final platting for the first phase of construction of Section 1. The layout conforms with the previously approved preliminary plat for all of Section 1. The landscape plans for the area along Spur 553 (State Highway 121 By-Pass), however, do not include Lot 1, Block M. Also, they do not conform with the plans approved and made a part of the Planned Development District ordinance for the property. The following table provides a comparison of the approximate number of plants shown on each plan for the area between Bella Vista Drive and the western edge of Phase 2B, excluding the feature landscaping beds at the entry streets 0tella Vista and Crestwood). Approved Plan Proposed Plan Large trees 17 15 Accent trees 21 6 Shrubs and vines 143 101 Item # 9 RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval subject to: 1) Provision of landscape plans showing a 3'-high berm, 6'-high masonry wall, and landscaping along the north side of Lot 1, Block M, consisting, at a minimum, of 1 large tree, 3 accent trees, 14 shrubs and a feature plant bed at the east side of Bella Vista Drive.
