"MF-2" Multi-Family-2 to "MF-2/S.U.P.", Multi-Family-2 with a Specific
Use Permit for stucco type construction and 25 percent masonry on the
second story of 240 units of Multi-Family dwellings.

BACKGROUND:
Request for special use permit for reduction in masonry
requirement at second floor.
Wellington Place Apartments, MacArthur Blvd.
Reduction from 80% masonry at the second floor to 25%
masonry at the second floor, with the remaining portion
being stucco.
Utilization of a proper shade of stucco aesthetically
balanced with selected brick will substantially enhance
the architectural design image.
Substitution of a relatively small percentage of stucco
for brick will not reduce structural integrity, will not
adversely impact safety, and, we believe, will improve
the looks of the property.
Section 19, Paragraph 19.5, Zoning Ordinance, City of
Coppell requires 80% of the exterior of all structures
to be masonry type construction, exclusive of doors
and windows. Twenty-five (25%) of each story above the
first story may be masonry or stucco if approved by
specific permit. Directed by City of Coppell staff to
employ a letter to request a variance from the city
ordinance.

Applicant is requesting specific use permit (S.U.P.). The
present zoning MF-2 has a requirement that at least 80% of
exterior of all structures be of masonry type construction.
Also, 25% of each story above the first story may be masonry
or stucco if approved by specific use permit.
From the sparse plans provided, we cannot identify types of
materials to be used. Maybe in the applicant's presentation
they will identify them. It ~ from the "pictures" that
more than 25% of the second story is some material other than
masonry. Here again, from the applicant's presentation, you
may get a better "picture."
We have no opinion for this S.U.P. request.
