This is a 33-1ot subdivision which was initially scheduled for Council action on September 28, 1993. On
September 27th, the attached letter from Mr. Michael Brady was submitted, asking to have the plat withdrawn
from the agenda. That request was honored and a redesigned plat was submitted to the Planning and Zoning
Commission in October, which eliminated alleys. The Planning Commission denied that plat.
Legal Counsel has advised staff that the original plat approved by the Planning Commission (on September 16,
1993, and including the alleys) can be resubmitted to Council with no further action required by the Planning
Commission, hence, the resubmitted September 16, 1993, Commission plat is presented here.
Approval is recommended with the same conditions mentioned in the September 16, 1993, Staff Report.

Commission.

HISTORY:
A preliminary plat was approved on March 10, 1992. A resubmittal with
a slightly different configuration was resubmitted on Sept. 16, 1993, and
approved. On Sept. 28, the applicant asked to have the plat withdrawn
from Council consideration, resubmitted a different plat (no alleys) before
the Planning Commission which was denied on Oct. 14. This submittal
to Council is identical to the one approved by the Commission on Sept.
16.
TRANSPORTATION:
This tract will be adequately served by Parkway Blvd.

ANALYSIS:
ALTERNATIVES:
When this plat was originally presented to the Planning & Zoning
Commission and the City Council last year, staff did not object to the
approval of this case, however, we were concerned about a proposed
median opening with a left-turn lane along MacArthur Boulevard. The
plat has been revised and the previous problem has now been resolved.
There is concern that there may be some difficulty building a residence on
lot 15, block G. Considering the drainage easement on the north side of
the lot along with a 30 foot sewer easement on the south side, we doubt
that the builder will be able to make it work, so it would make more sense
to eliminate the lot during the platting stage rather than making the
attempt to plat it and then concluding that a structure won't fit. The
engineer (Dowdey Anderson)) has assured us that Lot 15 is a buildable
site.
Staff recommends approval of the preliminary plat. However, we have
the following concerns:
Water, sewer and drainage plans need to be submitted to the City
Engineer and four variances should be requested on the face of the plat:

Variance for the deletion of alleys for lots 1-15, Block G.
Variance to allow a cul-de-sac length of more than 600
feet.

of Parkway Boulevard, at the request of Ayres and Associates.

Mayor Pro Tem Robertson moved to approve the (Secondary) Final Plat for the Coppell Library
Addition, located along Heartz Road, approximately 1,500 feet south of Parkway Boulevard.
Councilmember Weaver seconded the motion; the motion carried 6-0 with Mayor Pro Tern
Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor
of the motion.

Addition, Phase Iii, located at the northwest corner of MacArthur Boulevard
and Parkway Boulevard, at the request of Dowdey Anderson and Associates.

Mayor Pro Tem Robertson moved to approve a preliminary plat (resubmittal) for Waterside
Addition, Phase III, located at the northwest corner of MacArthur Boulevard and Parkway
Boulevard with the following conditions: 1) variance for the minimum center line radius from
425 to 150 feet; 2) variance for the deletion of alleys for lots 1-15, Block G; 3) variance to
allow a cul-de-sac length of more than 600 feet; and 4) variance to allow the deletion of alleys.
Councilmember Mayo seconded the motion; the motion carded 6-0 with Mayor Pro Tem
Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor
of the motion.

Consideration and approval of a Preliminary Plat for North Lake Woodlands,
Block 1, Lots 5-10, located along Rolling Hills Road, south of Bethel School
Road, at the request of Robert L. Wright.
Gary Sieb, Director of Planning and Community Services made a presentation to the Council.
Councilmember Weaver moved to approve a preliminary plat for North Lake Woodlands, Block
1, Lots 5-10, located along Rolling Hills Road, south of Bethel School Road with the following
conditions: 1) floodplain administrator block should be shown on the face of the plat; 2) the
floodway easement should be tied down on the face of the plat with distances from corners; 3)
if the connection of the proposed 8~ sewer line to the existing 10' sewer line leaves the right-of-
way of Rolling Hills Road, then an off-site utility easement will be required; 4) utility plans
should be submitted with the final plat; and 5) existing conditions would remain.
Councilmember Stahly seconded the motion; the motion carded 6-0 with Mayor Pro Tem
Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor
of the motion.
19.
Consideration and approval of a preliminary plat for Riverside Church of
Christ located at the northwest corner of Beltline Road and North Lake Drive
(east of Denton Tap Road), at the request of John C. Hawkins & Associates,
Inc.
Gary Sieb, Director of Planning and Community Services made a presentation to the Council.
Councilmember Mayo moved to approve a preliminary plat for Riverside Church of Christ
located at the northwest corner of Beltline Road and North Lake Drive (east of Denton Tap
Road), and waive the paving escrow fee. Councilmember Garrison seconded the motion; the
motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Weaver, Stahly,
Watson, Mayo, and Garrison voting in favor of the motion.
