A preliminary plat was approved on March 10, 1992.

ANALYSIS:
ALTERNATIVES:
When this plat was originally presented to the Planning & Zoning
Commission and the City Council last year, staff did not object to the
approval of this case, however, we were concerned about a proposed
median opening with a left-turn lane along MacArthur Boulevard. The
plat has been revised and the previous problem has now been resolved.
There is concern that there may be some difficulty building a residence on
lot 15, block G. Considering the drainage easement on the north side of
the lot along with a 30 foot sewer easement on the south side, we doubt
that the builder will be able to make it work, so it would make more sense
to eliminate the lot during the platting stage rather than making the
attempt to plat it and then concluding that a structure won't fit. The
engineer (Dowdey Anderson)) has assured us that Lot 15 is a buildable
site.
Staff recommends approval of the preliminary plat. However, we have
the following concerns:
Water, sewer and drainage plans need to be submitted to the City
Engineer and three variances should be requested on the face of the plat:

Variance for the minimum center line radius from 425 to
150 feet.
Variance for the deletion of alleys for lots 1-15, Block G.
Variance to allow a cul-de-sac length of more than 600
feet.
1) Approve the plat with the variances requested.
2) Deny the plat.
3) Modify the plat.

Councilmember Watson moved to withdraw this item from the agenda. Councilmember Weaver
seconded the motion; the motion carried 7-0 with Mayor Pro Tern Robertson and
Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and Garrison voting in favor of the
motion. Consensus of Council was to prepare questions and concerns and come back with a
revised ordinance at the October 12, 1993 or October 28, 1993 City Council Meeting.

Discussion and consideration of approval of a proposal for employee
LIfe/AD&D, Health and Dental Insurance coverage.
Vivyon Bowman, Personnel Director, addressed the Council regarding this matter. Mayor Pro
Tern Robertson moved to approve the proposal of the Employee Life/AD&D, Health and Dental
Insurance Coverage. Couneilmember Stahly seconded the motion; the motion carried 7-0 with
Mayor Pro Tem Robertson and Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and
Garrison voting in favor of the motion.
12.
Consideration and approval of a preliminary plat (resubmittal) for Waterside
Addition, Phase 11I, located at the northwest comer of MacArthur Boulevard
and Parkway Boulevard, at the request of Dowdey Anderson Engineers.
This item was pulled at the request of the Applicant.
13.
Consideration and appointment of a Christmas Decorations Judging
Committee, consisting of a representative from each Board and Commi~ion,
as requested by Council Member Weaver.
Staff was directed to put procedure~ together and have a representative from each City Board
and Commission so recognition can be given at the December City Council meeting. No further
action was required on this item.
14.
Discussion and consideration of the new law on disclosing names and addresses
of utility customers, as requested by Councilmember Mitch Reitman.
Anna Wortman, Friendly Greetings from Anna, 152 Meadowcreek, addressed the Council. Staff
was directed to get with the programmer of the water bills to see if information can be put on
the water bill; if so, get with attorney to see if it meets legal requirements and if so, put on bill.
No other action was necessary at this time.

15.
Discussion and consideration of Council liaisons to Boards and Commi~ions.
Thin item was postponed from last Council meeting, September 14, 1993, at
the request of the Mayor.
Due to Councilmember Watson being elected to the Council in a special election after the
Liaison Boards were set, the following changes were made for liaisons:
