HEARING DATE: July 8, 1997 LOCATION: Along the south side of Spur 553 (also known as Vista Ridge Boulevard), east of Denton Tap Road; north of the Denton Creek SIZE OF AREA: 20.436 acres 65 lots of the proposed 127-1ot residential subdivision CURRENT ZONING: PD-SF-7 REQUEST: Approval of a Final Plat for 65 lots of a proposed 127-Iot residential subdivision APPLICANT: Owner: Vista Properties, Inc. 5950 Berkshire Lane, Ste 400 Dallas TX 75225 (214) 360-1524 Engineer: Carter & Burgess, Inc. 7950 E1 mbrook Dr, Ste 250 Dallas TX 75247 (214) 638-0145 HISTORY: The City of Coppell annexed portions of the Vista Ridge Business Park in 1986, including the property currently under consideration, and rezoned the property from "A" to "MF-2" in 1990. On February 15, 1996, the Planning and Zoning Commission disapproved a preliminary plat for the property pending its decision on a companion request for an "SF-7" Planned Development District. On March 21, 1996, the Planning and Zoning Commission approved the zoning and preliminary plat. City Council approved the zoning on May 14, 1996. On September 10, 1996, Council approved the preliminary plat for the proposed subdivision, retaining approval authority for the final plat. Item # 11 TRANSPORTATION: The Highway 121 By-pass will be built to freeway standards with access roads in 450 feet of right-of-way. (The service roads from the Tarrant County line to The Colony are scheduled for completion within 2 years. The timing of the upgrade to freeway status is dependent upon whether or not the project is approved as a toll road.) SURROUNDING LAND USE & ZONING: North - vacant; South - vacant, East - vacant; West - vacant; City of Lewisville Denton Creek; "TC" Town Center "PD-SF7" Planned Development-Single Family 7 "MF-2" Multi-Family 2 COMPREHENSIVE PLAN: The Comprehensive Plan shows this property as suitable for low-density residential development. DISCUSSION: The proposed lot layout conforms with the approved preliminary plat. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval subject to engineering comments and subject to submission of documents to annex this phase into the Vista Ridge Homeowners Association and City Attorney approval thereof.
