SIZE OF AREA: 20.4 acres; 63 Residential Lots and 3 Common Area Lots CURRENT ZONING: PD-SF-7 (Planned Development, Single Family-7). REQUEST: Replat approval. The plat was filed with Dallas County on March 4, 1998. TRANSPORTATION: The State Highway 121 By-pass will be built to freeway standards with access roads in 450 feet of right-of-way. (The service roads from Tarrant County line to The Colony are schedule for completion within 2 years. The timing of the upgrade to freeway status is dependent upon whether or not the project is approved as a toll road.) SURROUNDING LAND USE & ZONING: North- South - East - West - vacant; City of Lewisville vacant; Denton Creek; "TC" Town Center Vistas of Coppell, Phase 2B; "PD-SF-7" Planned Development, Single Family-7 vacant; "PD-SF-7' Planned Development, Single Family-7 Item # 10 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for medium density residential development. DISCUSSION: The purpose of this replat is twofold. The first involves a redefinition of a common lot line between Lots 17 and 18 of Block D. The second is to provide an extension of Lyndsie Drive south to the boundary of this plat. Originally, Lot 17, Block D was an oversized residential lot with a variable width drainage easement located along the western half of the lot. Lot 18, Block D, was a common area that adjoined Lot 17. The original configuration of Lot 18 was very similar to Lot 1, Block G of this current replat. With this replat, the designation of Lot 18, Block D is given to the drainage easement and it will continue to be used as a common area. The change has impacted the lot numbering throughout the plat, as well as increasing the total number of common areas to three. Lyndsie Drive had originally terminated at the intersection with Waterview Drive. However, during the development review process of Phase 3 of Vistas of Coppell, staff recommended that the developer provide a street connection between Phases 2 and 3. With this replat, Lyndsie Drive will be extended south providing the recommended street connection into Phase 3. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the replat subject to the utilities certificate being modified to reflect a single signature block which reads "TU Electric/Lone Star Gas/Lone Star Gas Pipeline".
