Denton Tap Road is an existing six-lane divided thoroughfare
contained within a 100 foot right-of-way; Parkway Boulevard is a
developed C4D, 4-lane divided collector in an 105'-wide right-of-
way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
neighborhood retail uses.
DISCUSSION:
The proposed retail building is located in the City's Town Center District
which stipulates that a detailed site plan must be reviewed and approved
by both the Planning and Zoning Commission, as well as by City Council.
In addition, the Town Center Architectural Review Board will review the
development proposal. Staff has carefully reviewed the site plan and
elevations and evaluated the building form using the Colleyville's
Commercial Design Overlay District Architectural Guidelines as
recommended in the CMC report. Based on staff calculations, the
building would meet those guidelines for the most restricted business
district.
The subdivision regulations identify this particular location as one of the
primary city image zones and has established certain standards regulating
the plant material to be used in these specified areas. A minimum of 40%
of street trees along Denton Tap Road should be Cedar Elms. The
applicant is showing only 16%.
Staff appreciates the lighting and glare notation on the Site Plan,
especially when there are residential subdivisions to the south and east of
this site.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of this preliminary plat with the following conditions being
met:
1) Correct title block reference from Final Plat to Preliminary Plat.
2) Revise signature blocks.
3) A minimum of 40% of the trees along Denton Tap Road to be Cedar Elms.
4)
Obtain a favorable recommendation from the Town Center Architectural Review
Board.
5)
Use standard State of Texas Real Estate Form for Fire lane, Access and Drainage
Easement document which has the metes and bound description, signature block
for property owner and notary and an exhibit.
6) Show locations of fire hydrants on Site Plan.
7) Compliance with Engineering comments.

Enclosed with this letter are the building elevations for the proposed Walgreens store to be
located on the northwest corner of Parkway Boulevard and Denton Tap Road. This property
is zoned Town Center, therefore, is subject to review by the Architectural Review Board.
The Planning and Zoning Commission will be considering the Walgreens, Preliminary Plat on
March 20, 1997. Please notify us by March 12th, if the building meets the Board's architectural
standards.

1. Show all visibility triangles at all ingress and egress as per City's Subdivision Ordinance.
2. Need letter of permission from adjacent property owners to grade to drain the drainage
outfalls.
3. Impact fees will be required.
4. Show 5' sidewalks on landscaping plans.
5. All proposed landscaping along Denton Tap Rd. needs to be located outside of the existing
15' utility easement.
