TRANSPORTATION: DeForest Road is an existing residential street consisting of a 2- lane uncurbed asphalt pavement within a 40' wide right-of-way. The Subdivision Ordinance requires upgrading the right-of-way width to 50 feet. SURROUNDING LAND USE & ZONING: North- South - East - West - Denton Creek; City of Lewisville Villages of Coppell, Phase IIIB; "PD-140" Planned Development Denton Creek; City of Carrollton vacant; "A" Agriculture COMPREHENSIVE PLAN: The Comprehensive Plan shows the property to be in the floodplain. Item # 5 DISCUSSION: The approved planned development had a total of 27 residential lots, while the total number of residential lots shown on this preliminary plat is 24. The decrease in the total number of lots has resulted in an increase in size of the lots along the north side of Oxford Lane and the creation of an oversized residential lot (Lot 15, Block A). The City of Coppell Hike and Bike Trail Master Plan impacts this subdivision. The Denton Creek Greenwalk Trail runs along the northern and eastern boundaries of this subdivision. The applicant is providing a 20 foot wide trail easement along the rear property line of Lots 9-14, Block A, to accommodate the Greenwalk Trail. The east/west bike route also runs along DeForest Road. The developer is furnishing 5 feet of easement along DeForest Road to be utilized for this particular trail. The 10 foot wide easement between Lots 14 and 15, Block A will eventually be used to connect the DeForest Road on-road bike route with the Denton Creek Greenwalk Trail. A park development fee of $1,285 per dwelling unit will be assessed for this property. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the preliminary plat subject to the following conditions being met: 1) A park development fee of $1,285 per dwelling unit will be assessed for this property (see Leisure Services comments). 2) The preliminary homeowners agreement be approved by the City Attorney. 3) A flood study must be approved by the City of Coppell and FEMA before development can occur. As per the National Flood Insurance Program (NFIP) Flood Insurance Rate Map (FIRM) as published by the Federal Emergency Management Agency (FEMA), this property is located in the floodplain. Before developmem can occur a flood study must be approved by the City of Coppell and FEMA. 2. A portion of Deforest Rd east of Allen Rd. is shown to be in the 100 year floodplain. This will need to be elevated above 100-year floodplain elevation. 3. Slope protection may be required behind Lots 9-18 Block A.
