Dear Madam/Sir:
This letter is to inform you that the Windsor Estates. Preliminary_ Plat, to allow the development of a 26-1ot
residential subdivision on 15.78 acres of property located approximately 540' east of Allen Road, at the end of
DeForest Road was recommended for approval by the Coppell Planning and Zoning Commission on Thursday,
February 19, 1998, subject to the following recommended conditions:

A park development fee of $1,285 per dwelling unit will be assessed for this
property. (see Leisure Services comments, attached)
The preliminary homeowners agreement be approved by the City Attorney.
A flood study must be approved by the City of Coppell and FEMA before development
can occur. (see Engineering comments, attached)
A portion of DeForest Road, east of Allen Road will need to be elevated above
the 100-year floodplain elevation. (see Engineering comments, attached)
A slope protection may be required behind Lots 9-16, Block A. (see Engineering comments,
attached)
The date scheduled for consideration by the Coppell City Council is Tuesday, March 10, 1998, at 7:30 p.m. A
representative for this case must be present at this meeting. Failure to represent this item may result in the
denial of this application. We need by February 26th, 12 noon, 17 additional copies of the Preliminary Plat,
Utility Plan, Landscape Plan and Tree Survey to forward on to Council.

1. As per the National Flood Insurance Program (NFIP) Flood Insurance Rate Map (FIRM) as
published by the Federal Emergency Management Agency (FEMA), this property is located
in the floodplain. Before development can occur a flood study must be approved by the City
of Coppell and FEMA.
2. A portion of Deforest Rd east of Allen Rd. is shown to be in the I00 year floodplain. This
will need to be elevated above 100-year floodplain elevation.
3. Slope protection may be required behind Lots 9-18 Block A.
