Dear Mr. Williams:
In response to your most recent proposed revision to the Koll Center Coppell site,
staff has no objection to the addition of the 41 parking spaces along the central
internal drive. However, the elimination of the adjacent berm and landscaping in its
entirety can not be approved. The berm may only be removed if a 100% office use
occupies the building. Otherwise, staff can not administratively approve elimination
of the berm. Such a change will have to be considered by the Planning & Zoning
Commission and City Council.
To assist you in continuing forward with this project, staff recommends the
submission of two separate landscape plans for the north building; alternative "A",
showing a 100% office use (without the berm) and alternative "B", showing a
warehouse/mixed use (with the berm). Once a tenant is secured, the site shall be
amended to comply with either alternative "A" or "B". Staff will review the site at
the time of Certificate of Occupancy, ensuring that the proper level of landscaping is
provided according to the specific tenant. Please note that any level of
warehouse/distribution uses within the building will require constmchon of the berm,
with the associated shrubs and trees.
Currently, site construction may continue as shown on the most recent revised plan
(dated 5-30-01) and all landscaping shall be installed, with the exception of those
areas which may be altered prior to request for Certificate of Occupancy. If you have
