RE: Vkqta~ of Coppell, Phase 3. Preliminary_ Plat
Dear Madam/Sir:
This letter is to inform you that the Vistas of C°ppell. Phase 3. Preliminary. Plat, to allow the
development of 61 residential lots on approximately 23 acres of land located along the south
side of Spur 553, east of the Coppell Middle School North Campus, and north of Denton
Creek, was recommended for approval by the Coppell Planning and Zoning Commission on
Thursday, June 18, 1998, subject to the following conditions:
1)
Observe a 25 foot front yard setback on all the lots or amend the setback
standards of the planned development.
2)
Correct the following items on the plat:
a) Under notes section, items 2 and 15 should be consolidated as one item.
b) Under notes section, item 8 should read "Lot 1 and 20, Block B and Lots 1 and
2, Block C will maintain an eight foot (8') building setback from the landscape
easement.
c) Lot 1, Block B and Lot 10, Block A do not have an 80' lot width.
d) Lot 1, Block A does not have a 110' lot width, nor does LOt 1, Block D have a
108' lot width.
e) Provide a Block B designation.
3)
Modify the Buffer Concept Plan to include the following:
1) Substitute the Bradford Pear with the Aristocrat Pear.
2) Specify the Red Oak as a Shumard Red Oak and the Elm as a Cedar Elm.
3) Provide a plant legend specifying type, quantity, size of all plant materials to
be planted.
4) Correct the Tree Preservation Plan to reflect 61 residential lots.
5)
Provide a 20' dedication for trail purposes to the City of Coppell. (see Leisure
Services comments).
6)
Developer will be responsible to build the hike and bike trail along the top of the
Denton Creek levee. The cost of the trail will be deducted from the $1,285 per
dwelling unit park development fee (see Leisure Services comments).
7)
The Homeowners Association Agreement must be approved by the City Attorney
prior to the plat being recorded with the County.
8)
The placement of the following notation on the face of the plat:
"As part of all executed monetary contracts, a disclosure letter must be given to
the home buyers indicating the following:
a) The development is located along the State Highway 121 Bypass.
b) Due to DFW and Love Field Airports, there may be occurrences
of ambient aircraft noise due to aircraft overflights.
c) The tax impact of the levee improvement district."

A letter of permission from the Denton County Levee District #1 must be
provided to install proposed storm system on this property. (see Engineering
comments)
10)
Any access to the S.H. 121 bypass will require TxDOT approval. (see
Engineering comments)
The date scheduled for consideration by the Coppell City Council is Tuesday, July 14, 1998, at
7:30 p.m. A representative for this case must be present at this meeting. Failure to represent -
this item may result in the denial of this application. City Council has instructed staff to include
in its agenda packets only those items which accurately reflect conditions as recommended by the
Planning and Zoning Commission. The submittal deadline for revised drawings is 12 noon,
Wednesday, July 1. 1998. Therefore, please submit 17 folded copies of the revised drawings,
plus three 8 1/2" x 11" paper reductions on or before that date.
The drawings which require change in order to comply with the Planning and Zoning
recommendations are: Preliminary Plat, Preliminary Tree Preservation Plan, Landscape Buffer
Easement Exhibit and Buffer Concept Plan. In addition, we will need 17 copies of the
Landscape Concept Plan (2 pages) by July 1st so that this case can be forwarded to Council.
