Dear Ms. Adams:
Thank you for your letter of August 26 addressed to the Mayor and City Council that I received
in my office September 3. I am writing to respond to your concerns stated within that letter
regarding the proposed development.
City staffhas not had any contact with the proposed developer or their agent since mid.~uly. As
a matter of fact, the last contact we had with them on record was reflected in a letter to Splats
Engineering on July 17, 2002 that was cop/ed to you. That letter from our Planning Department
reviewed revisions to the landscape plan where the number of Live Oak trees was increased and
the number of Red Oak trees was decreased in a proportionate amount.
I will a~cempt to address your concerns paragraph by para§raph. In paragraph two you express
concern regarding the median reconstruction. In the site plan approved by the city, which is an
official legal document enforced by thc City Engineering Department, the developer has
provided plans that result in a complete rebuilding of the median, This includes brick pavers
salvaged from the existing median noses, as well as a reconslruction of the irrigation and
electrical system to ensure 100 percent operation and coverage of the vegetation that will be
replanted in the new median.
In paragraph three you express concerns regarding traffic congestion in the Creekview area wi~h
regard to the new development. Our City Engineering Dep~,tment will be conducting a Iraffic
study before development begins, and then six to nine months a/ret a Certificate of Occupancy ~
has been issued. This will allow us to assess the real traffic impact on your neighborhood and to:
ascertain whether additional measures are necessary.

With re§ard to the no parkinll signs, this is a condition of plat approval and they will be installed
once development begins. At this time it is anticipated that our Engineering DeparUnant will
bring the no parking ordinance forward to City Council in October of this year. With regard to
enforcement, it is standard procedure to have increased patrols both during construction and the
initial months of operation of any new commercial development. Therefore, our officers will be
ticketing cars that violate thc no parking restrictions that exist at that time. Also our officers who
are on routine patxol will be monitorin~ parking in the area and, of course, they will respond to
any complaint.
I hope that this addresses your concerns. I am atta~hin§ a copy of the July 17 letter from Andrea
Roy to Spiars Engineering regarding the amendment for the Live Oak, and a copy of the
landscape plan for the Bethel Road project as cited in that letter. If you have any further
