NOTICE OF PUBLIC HEARING
The Planning and Zoning Commission of the City of Coppell will hold a public hearing on
Thursday, the 15th day of August, 2002, at 6:30 p.m., in the Coppell Town Center City Council
Chambers for consideration of Case No. ZC-610(CH)/PD-198, zoning change request from C
(Commercial) to PD-198-SF-7 (Planned Development-198-Single-family-7), to allow the
continuation of the use of approximately nine acres of property as single-family homes located
along Bullock and Howell Drives, at the request of various property owners. All interested
citizens of the City of Coppell and other parties of interest are invited to attend this public heating
and participate in the same. Any citizen of the City or other party of interest may also express his or
her opinion concerning this request by letter addressed to the City of Coppell Planning Department,
255 Parkway Boulevard, Coppell, TX 75019.

In 1986 a home at 817 Howell was destroyed by fire. To this day that lot is vacant due to the current commercial zoning. The
city ordinance 30-14 prohibits repair or reconstruction of a home if damage from any cause exceeds 50% of value. The small
size of the lots virtually excludes commercial use due to set back and parking requirements.
This is a good example of the risk each homeowner endures on Howell & Bullock streets with the current zoning. Sales of
homes in this area have been almost non-existent during the last 10 to 15 years due to the refusal of mortgage lenders to loan
on these properties with the commercial zoning and its inherent risks. Homeowners are reluctant to invest money for repairs
because of their fear of loss. Pretty much the only market for these homes is on the wholesale investor market at about 50% to
60% of their residential market value if the zoning and mortgage problems were eliminated.
I believe that it is in the best interests of all homeowners for Howell & Bullock Stre~s to he rezoned to PD-198-SF-7.
