Remarks:
Please revise site plan, landscape plan, elevation and plat based on
staff recommendations. Should applicant disagree with staff comments
please provide reasons why staff recommendations should not be
followed when you attend the April 3, 2003 Development Review
Committee (DRC) meeting.
Each applicant will bring two new sets of revised plans and plats to the
April 3, 2003 DRC meeting. Applicants will be asked to show, explain and
defend any revision. A representative of the project is required to attend the
meeting.
Applicant will have till noon Tuesday, April 8th to submit three (3)
reduced paper copies (8 1/2 X 11) and JPEG, TIF OR SIMILAR
ELECTRONIC FORMAT of each exhibit to the Planning Department.

FYI - A FULL REVIEW OF THE CIVIL PLAN SET HAS
NOT BEEN COMPLETED.
1. Label width of all proposed and existing sidewalks.
2. Refer to the City of Coppell's Construction Details
and Subdivision Ordinance regarding the requirements
for paver bands and sidewalk ADA ramps.
3. Provide water services (domestic, irrigation, and fire)
from a single tap to the water main, indicate the meter
sizes, and provide an enlarged detail.
4. Show the locations of all driveways along Natches
Trace Drive. Refer to the proposed plans for the
Champions School of Real Estate for the new driveway
location.
5. Show the existing ADA ramp at the corner of Natches
Trace and Denton Tap.
6. Ensure that all water meters are within the
right-of-way or in an easement.
7. All runoff must be collected onsite. It appears that
water is being directed out of the driveway onto Natches
Trace~
8. Provisions may need to be made to pick up the runoff
from the property to the north, especially in the
northwest corner of the property.
9. A letter from the property owner to the north will be
required granting permission to construct the mutual
access/lifeline.
10. All paving, including private sidewalk, sha~l conform
to the City of Coppelrs Construction Details and
Subdivision Ordinance.
11. Ensure that the landscaping plans conform to the
City's sight visibility requirements as defined in the
Subdivision Ordinance.

1. If the canopy/roof of the drive through and the bank
are tied together, then both will be required to be
protected by a full NFPA compliant automatic fire
sprinkler system.
2. The minimum inside radius for fire lanes is 30 feet.
The minimum outside radius is 54 feet.
3. A minimum of one on-site fire hydrant is required.
The hydrant is required to be between 3 -6 feet from a
fire lane. Maximum spacing for fire hydrants is 300 feet
center to center as measured along the fire lane.
4. A mutual access agreement will be required for the
shared fire lane.
Site Plan
1. Within the Site Criteria Table, provide square footage
of drive-thru area under the noted 4,200-sq. ft. building
area.
2. Within the Site Criteria Table, revise lot coverage
percent to include the drive thru area.
3. For reference purposes, please indicate the name of
the subdivision in the site plan title block.
4. Eliminate utility information from site plan sheet for
clarity purposes and provide on separate preliminary
utility plans,
5. Indicate where all mechanical units are proposed to
be placed and label accordingly. Please note that all
mechanical units, including TXU/Oncor transformers,
switch boxes, etc. must be screened from view with
either a solid screening wall or heavy landscaping.
6. Relocate the proposed monument sign out of the 15'
perimeter landscape area and show on site plan and
landscape plan.
7. The proposed project must comply with Section
12-33-1 (Location of required screening), which states:
"Where the side, rear, or service side of an apartment,
or the side, rear, or service side of a non-residential use
is adjacent to a single-family or two-family district, a
screening wall not less than six feet in height shall be
erected separating the use from the adjacent residential
district."
Because an existing brick column and wrought iron
fence currently exists between the subject properly and
the single-family district, the applicant must retrofit the
existing fence by replacing the wrought iron with solid
brick. For reference, you may review the nearby Jack In
The Box and U-Haul projects, which both modified the
existing fence to comply with the screening
requirement.
Landscape Plan
8. Orient Landscape Plan sheet with nodh facing up, as
is done with the site plan sheet.
9. Show entire fire lane along the north property line.
10. Remedy inconsistencies between the landscape
plan and the site plan, specifically the handicapped
spaces and pedestrian walkway.
11. Ensure there is not a conflict with the proposed tree

*Please Note: The following comments relate to the
landscaping calculations and the provided level of
landscaping on the proposed plan. Each landscape
requirement must be met separate from the other. So,
the Perimeter, Interior, and Non-Vehicular are three
separate requirements and landscaping provided for
one category can not count toward another category.
13. Revise Perimeter Landscaping. As shown, 19 trees
are required and 19 are provided. However, staff
calculations indicate that 20 trees are required and only
15 are provided. Perimeter Landscaping is shod 5
trees.

(The north property line dimension represents a
deduction of the three driveways crossing through the
perimeter landscaping, with the maximum deduction of
25' taken for the drive-thru).
15. Revise Interior Landscaping. As shown, 8 trees are
required and 11 are provided. However, staff
calculations indicate that only 6 are provided. Interior
Landscaping is short 2 trees. If 10% of the paving is
3,080, then 1 tree must be provided per each 400 sq. fi.,
equaling 8 trees.
16. Revise Non-Vehicular Open Space. As shown, 3
trees are required and 15 are provided. However, staff
calculations indicate that only 1 tree is provided.
Non-Vehicular Open Space is shod 2 trees.
17. Please prepare an open space exhibit, clearly
showing the land area that is dedicated to the separate
categories; Perimeter, interior, and Non-Vehicular, As
proposed, it does not appear that the layout dedicates
sufficient space to these categories. When doing this,
note that although the northern perimeter is covered by
the fire lane, this perimeter area must be present on the
site. If requested, staff will forward 8 sample exhibit for
guidance.

18. Provide a note on the elevations indicating
compliance with Section 12-23-5.2, which states:
"Where as architectural feature extends above the roof
line, and is visible from a public right-of-way, then the
back side of this feature shall be finished of a materiat
that is of the same or similar material as the front of this
feature, i.e. bdck.." This would apply to the projecting
architectural feature on the front of the building.
19. If the applicant wishes for the proposed stone
material to be counted within the 80 percent masonry, it
must be closer to an earth tone color. Please review the
wording of Section 12-23-5.1, which states: "Masonry is
further defined as brick and stone of earth tone colors,
other brick colors shall be permitted as accent provided
that, in combination, accent materials and non-masonry
materials do not exceed the 20 percent non-masonry
benchmark on any one fagade." If the applicant would
provide a more cream-colored stone, it could be
included within the 80 percent masonry requirement,
instead of an accent material, which it presently would
be classified as.
20. Revise proposed attached signage to comply with
the following criteria:
"Attached signs shall consist of individually mounted
channel letters in white, ivory, black or neutral colors.
Raceways shall match the color of the materials to
which they are mounted. All illumination shall be limited
to white or off-white. Logos in any color shall be
permitted, but shall not exceed 20 percent of the area of
the sign".
Please provide the calculations indicating compliance
with the 20% threshold.
21. Revise the size of the proposed Monument Sign to
comply with Sec. 12-29-4 (2.B.ii), with a maximum size
of 40 sq. ft., not to exceed 4' in height,
22. Revise the design of the proposed Monument Sign
to comply with Sec, 12-29-4.2.(A) which in part states:
..... A monument sign shall contain only the name,
logo, address, product or service of the
establishment; ........ Such sign may be single or double
faced. Can signs made of plastic or similar materials
are not permitted as detached (monument)
signs. Backlit plastic is not permitted within detached
(monument) signs.
Typically, monument signs are constructed of the
same masonry materials as the main structure, with
individuaJly mounted letters, and externally lit,
