Witt: Three items regarding Old Coppell
1. Land use
2. Road design
3. Vacant property
Land Use
Witt: Comprehensive Plan of 1996 shows subject property as commercial and zoning is
commercial. (No, Plan shows it as HO-C but Appendix example shows mixed used
including residential)
Old Coppell Plan shows use as residential
Witt: We need direction -people will be closer to the flight path, but the consultant felt
residential is important to the success of Old Town.
Stover: Any other conflicts with the plan? We went through rezoning two years ago and
are there any conflicts left with this plan? None
Witt: This is a quandary for us.
Mayor: Is a bed and breakfast allowed? This land is within the noise corridor (not true, it is 1900 feet
from the 65Ldn contour)
Herring: Question about residential development being needed for success of Old Town.
Mayor: Jim, do you think one developer will do both residential and commercial?
Witt: No one we've talked to has indicated an interest in doing both, just residential.
Tunnell: If residantial is allowed, it will be built upon.
Witt and Herring: Discussion on West Village in Dallas, and a higher density residential.
Mayor: What is the airport's position?
Witt: They are opposed to any residential development.
Mayor: Because it is in the noise cone.
Witt: We need clear direction on what to tell people who want to develop property in
Old Town.
Witt: Residential property closer elsewhere than this track. Our consultant said
residential development an important element in success of Old Town.
Witt: Property too deep for all commercial (almost 500 feet deep). We do not want to
encourage mini-warehouse adjacent to homes or other undesirable uses.
Herring: No problem with this plan, we need diversity in residential development. On
the other hand, I feel we need to honor the Master Plan.
Questions about flood plain, other related items.
Mayor: Changing to residential means possible overcrowding schools; my personal
opinion is to leave it commercial; listen to D/FW people. We need consistency with
West Chase. We know Coppell best! We should not go against our attorney's advice--
we should listen to them.
Tunnell: Is mixed use allowed?
Witt: How about residential above retail?
Mayor: I'd be real concerned.
Witt: We did advise consultant about controversy surrounding residential asked him
consider it carefully.
Clay: Jim, Gary, and I told the consultant to be careful with residential and the noise
issue.
Witt: Remember Noga told us to be consistent in land use planning. If the land use plan
says one thing, and the Old Coppell Plan says another, that is not being consistent. We
need clear direction.
Brancheau: Residential within 100 feet of this area already.
Mayor: Don't need more people, we could get more residential without the retail and we
don't need more people.
Witt: We could say staff, Gary, the Planning Commission all back the zoning map.
Herring: Will Gary do anything you tell him?
Witt: Gary will be told that the Council position is to back the zoning, even though the
consultant says residential is needed. We could say we'll stick by our gans--it's a
concept plan but zoning will not support it and we discourage you from making an
application.
Herring: If he has a problem have him talk to Marsha.
Mayor: Let's move on to roads.

Stover: impressed with study & conclusions--supports it; Old Town look; questioned
economic numbers (290K)
Tunnell: excited about Plan; city change setbacks, materials, etc.
Peters: Compliments the process national register; concerns with SF because of airport
flight and noise issue
York: agrees with peers; happy to hear from merchants; what do Wilson's and Cosby's
think?
Mayor: Vt step to preserve parkland ;zoning changes, building code changes; commtmity
effort; consensus--a concept plan; disappointed C of C did not appear; Econ. Dev.
Comm. approves of it; "delighted with plan"
