The Planning and Zoning Commission of thc City of Coppell will hold a public hearing on
Thursday, the 19th day of June, 2003, at 6:30 p.m., in the Coppell Town Center City Council
Chambers for consideration of Case No. PD-197, Old Coppcll Townhomes, zoning change
request from HO-C (Historic Overlay-Commercial) to PD-197-HO-TH-1/C (Planned
Development-197-Historic Overlay-Townhouse-1/Commercial) to allow the development of 21
residences, a recreational area and commercial uses on 3.81 acres of property located along the
east side of Coppell Road, north of Bethel Road, at the request of Kurt Jones. All interested
citizens of the City of Coppell and other parties of interest are invited to attend this public hearing
and participate in thc same. Any citizen of the City or other party of interest may also express his or
her opinion concerning this request by letter addressed to the City of Coppell Planning Department,
255 Parkway Boulevard, Coppell, TX 75019.

RE: Case No. PD-197, Old Coppell Town Homes
Dear City of Coppell Planning and Zoning Commission:
We are in favor of this plan with reservation. The concerns we have are as follows:
1. Proper drainage of the proposed development.
2. Screening at the North end of the development.
3. Lighting at the North end of the development.
Since 1985, my wife and I have lived at 520 Cozby Avenue. Our property backs up to
the North side of PD-197 with literally a 20-foot span separating the two. When we
receive heavy rain, our backyard floods to the extent that my neighbor and I have had to
pump standing water out of our yards. We would hope that proper screening will shield
the development from our home and lighting that will be installed will not adversely
affect our home.
If those three issues can be satisfactorily addressed, we would be greatly in favor of the
development.

Pursuant to our earlier meeting and conversation regarding the request by Mr. Robertson
to rezone the property on Coppell Road, I would like to offer my comments and
concerns, The proposed project and site layout appear to be within the guidelines and
recommendations of the study commissioned by the Coppell City Council and do not
adversely affect the surrounding areas. However, my property at 536 $. Coppell Road lies
immediately west and contiguous to the Robertson property and I em concerned with the
drainage and flow of water onto my property. I believe this current drainage problem as
well as any future problems can be addressed and corrected as this project is developed,

Council at the next review. I will be unable to attend the meeting due to an earlier
commitment,
