Re: Coppell greens Phase II Sidewalks for Common Areas-
In response to your inquiry of February 2 regarding sidewalk requirements at Coppell Greens, the
following information is provided:
In June of 1999 the Final Plat was approved with a notation that "sidewalks being provided AT common
areas" (emphasis added). What that means is sidewalks would be located within the public street right
of way (as they are in all current residential subdivisions) in a continuous manner and give access to
common areas within the subdivision. That comment does not mean sidewalks would be extended
through the common areas of Coppell Greens.
The comment was generated by our Chief Building Official and his concern was that the sidewalk be
continuous throughout the subdivision, generally parallel to a public street, and allow citizens to gain
ACCESS to the common areas from the sidewalk. I have confirmed that thought with Greg Jones (the
Building Official). From our perspective, the developer of Coppell Greens has complied with our
directives.
Final Plats never show the outline of sidewalks just as the Plat does not show the width of the street
paving itself.
I am sorry if you have misinterpreted the condition of approval for the Final Plat of Coppell Greens (I
believe this is your second inquiry regarding this matter). I trust this information clarifies this issue for
your neighborhood. If, however, additional information is needed regarding this subject, both myself and
Greg Jones would be happy to address your concerns.

On May 5, 1999 The Development Review Committee issued a memo of building
inspection comments regarding Coppell Greens II. The memo stated, "Provide
sidewalks at common areas." This specific statement prevails in the
ascending documents and is taken to mean that there will be a sidewalk
constructed to run through each common area for the enjoyment of people
walking through said areas.
On a meeting of the City Council Meeting, June 8, 1999, item #25, the
council considered approval of the Phase Two Final Plat of Coppell Greens
for the development of 102 residential lots and 4 common areas on 26.52
acres. This was marked approved by the City Council on June 8, 1999,
approval issued subject to the following condition: "1 ) Sidewalks being
provided at common areas."
One June 15, 1999 the City of Coppell wrote to the Coppell Greens Ltd.,
Argus Development Company to inform them that Coppell Greens, Phase Two,
Final Platt was approved with the following condition: "1 ) Sidewalks being
provided at common areas."
A final plat drawing dated October 1999, and filed on December 8, 1999,
having been prepared by Dowdey, Anderson, & Associates, shows no information
regarding sidewalks in the common areas,
Question: How did the final platt drawing get approved if there were no
sidewalks shown in the drawing for the common areas?
How did this phase get inspected and released from the developer by the City
of Coppell if no sidewalks were constructed in the Phase II common areas by
the developer?
