NOTICE OF PUBLIC HEARING
The Planning and Zoning Commission of the City of Coppell will hold a public hearing on
Thursday, the 17th day of April, 2003, at 6:30 p.m., in the Coppell Town Center City Council
Chambers for consideration of Case No. ZC-614(CH) on property located north of S.H. 121;
between Business S.H. 121 and Coppell Greens, a zoning change from LI (Light Industrial) to
HC, for Highway Commercial uses, on approximately 36.11 acres of property. The Planning
and Zoning Commission may also consider any other zoning district, which is more restrictive
than that requested, including the Planned Development district. All interested citizens of the
City of Coppell and other parties of interest are invited to attend this public heating and participate
in the same. Any citizen of the City or other party of interest may also express his or her opinion
concerning this request by letter addressed to the City of Coppell Planning Department, 255
Parkway Boulevard, Coppell, TX 75019.

Response to the City

The undersigned property owners (the "Property Owners") file this their response to the
City Council for Coppell, Texas, concerning the above proceeding.
The Staff Report Needs Clarification
1. The Staff Report fails to point out that the 4.20 acre tract of land owned by the
undersigned in this Case (the "subject tract") is directly adjacent, along its entire length, to the
lands subject to the jurisdiction of the City of Lewisville, Texas, located to the north thereof.
Any zoning of the subject tract, and any development on the subject tract, should be attempted
only upon prior consultation with the City of Lewisville and such adjacent property owners in
that city.
2. The Staff Report states that the present zoning permits a variety of uses which are
part of the highest and best use for this "high visible corridor". To the East of the subject tract
and abutting the same, is a very tall and large cement plant owned by Texas Industries. The
cement plant is located on a 8.00 acre tract which is a part of this Case. Heavy duty trucks
continue hourly each day in entering and departing from this cement plant. The City should take
affirmative action to either cause that cement plant to be closed or cease its efforts to re-zone that
parcel. Otherwise, the City should explain to the property owners how such a restrictive zoning
can co-exist with such a cement plant.
We will present an aerial photograph picture reflecting the true position of the cement
plant and its impact on any present or future zoning of the land which the City aspires to achieve.
The City must cause the abandonment of the cement plant. Otherwise, this entire neighborhood
will be cast with a stigma along with that of the entire northern part of Coppell. Thus, the City
should first announce whether or not it plans to permit this albatross to remain forever and, if it
does so plan, it should then explain how such an albatross will not injure the property of
Petitioners.
Conclusion
Petitioners pray as above set out and that Petitioners be granted such other and further
relief as they may be entitled.
