NOTICE OF PUBLIC HEARING
The City Council of the City of Coppell will hold a public hearing on Tuesday, the 13th day of January, 2004, at 7
p.m.. in the Coppell Town Center, for consideration of the Planning and Zoning Commission's recommendation of
approval relative to Case No. PD-163R2-SF-9, Windsor Estates, zoning change request from PD-163R (Planned
Development 163-Revised-Single Family-9) to PD-163R2-SF-9 (Planned Development 163-Revision 2-Single
Family-9) to allow: replatting Lots 4&5, Block B, into one lot; revising the size of the common areas (Lots 1X
and 19X, Block A); revising the size of Lots 1, 2, 14, 16 and 17, Block A; renaming Lot 15 to Lot 15X, and
revising the 100-year Flood Plain line, at the request of Kelly Jordan and The Holmes Builders. The
Commission also recommended the HOA enter into a license agreement with the City of Coppell on
approximately 775-square feet of property on the south side of DeForest for maintenance of the existing entry
feature. The request of Street Builders to reduce the fence/building line on Lot 1, Block B (612 St. James) from
25 to 15 feet along DeForest Road was recommended for denial, although the applicant has the right to appeal to
Council, at which time a 3¼ vote of Council (6 out of 7) is needed to overturn this recommendation. All
interested citizens of the City of Coppell and other parties of interest are invited to attend this public hearing and
participate in the same. Any citizen of the City or other party of interest may also express his or her opinion
concerning this request by letter addressed to the City of Coppell Planning Department, 255 Parkway Boulevard,
Coppell, TX 75019.

The City of Coppell acknowledges its responsibility to comply with the Americans with Disabilities Act of 1990.

with M~ci Dimond, City St~f member in ch~ge of our development. I own
the property affected by ~e prope~y line extension request of the
homeowners on Lot 1 Block B, Windsor ~s~tes. My husb~d and I aRended ~e
Zoning Commi~ee meeting in December ~d voiced o~ objection to the
proposal, whereby ~e homeomers m~ing the request were not in attendance,
and the comiaee ~imously voted to deny their extension request.
Yesterday, I w~ coerced into signing my suppoa of~e extension of~eir
prope~ hne ~ additional ten feet towed Deforest RoM. Mr. Wat~ns, ~e
homeowner, b~ged on my w~dow, saw me home alone, and t~eatened me ifI
didn't si~ hs piece of paper. I i~ediately called Marci Di~ond ~d
asked her advice without ~ing to implicate ~g of my new nei~bors
~d what Mr. Watk~s actually ~d. She gave me her boss, G~'s, fax
nmber, ~d a~eed that we should send screening over to explain our
position. ~ound 4:00 pm my husb~d f~ed a leRer of opposition that I
also si~ed. Later last ~ght, ~. Watkins came over with ~e sine piece of
paper he forced me to si~, dem~ding that my husb~d sign it. My hushed
explMned to him that we are not in favor of~ ad~tionaI ten feet on ~eir
prope~y, as it will directly affect our view ~d our prope~ value ~d
possibly o~ safety depending on what they do or ~e cruets might do with

paper is dated January 12, and Mr. Watkins prepared it, typing the incorrect
address for our home, so that technicality alone invalidates the entire
statement they have to present for support. Moreover, my husband did not
sign it, and when he found out what Mr. Watkins did to me, he wrote the fax
yesterday afternoon to reiterate his opposition.

Dear Council Members:
First and foremost, thank you for your service and dedication to the City of CoppelI. I am writing
in regards to our neighbor's request to extend their fence line from 25' to 15' along Deforest
Road, Lot 1 Block B. I genuinely feel sympathetic for our neighbors, since their builder and their
developer regarding their plot of land have egregiously misled them. I am still somewhat
confused as to what additions could be made and what outcome would surface by allowing a
replat with an additional ten feet, impeding our view and safety; and therefore must stand by my
previous objection, in full agreement with StaffMember Marci Diamond and the unanimous vote
of the Zoning Committee.
