Dear Mr. Ivey
Black & Veatch has examined the design of the proposed aggregate service mad to be
conslmcted for the proposed Sprint PCS wireless site at the existing transmission tower
near the intersection of Belt Line and MacArthur roads in Coppell, Texas. The proposed
service road is to be constructed of aggregate material per Texas Department of
Transportation specifications over a compacted base.
The service mad is designed based on AASHTO standards for Low-Volume Road Design
using an 18-kip equivalent single axle road (ESAL) design procedure. This method of
design considers local climate conditions, soil quality, expected traffic, as well as service
and rotting damage to the road. It is my understanding that local code requires a total
vehicle load of 40,000 pounds to be used in the design of service roads. The above
referenced AASHTO standard is more severe than this vehicle load requirement.
Based on the AASHTO analysis, a minimum average aggregate thickness of 4" should be
used on this service road. Using this thickness, the service road is sufficient for a 40,000
pound vehicle load.
