This property was rezoned from Light Industrial to Planned
Development-201-TH-2 by City Council on June 8, 2004. This
rezoning allowed 48 townhouses (10.86 du's per acre) to be
constructed on the subject tract, with three common areas. In
addition, Council also modified the Comprehensive Master Plan to
reflect the changed use, approved a Preliminary Plat for the project

and authorized the Planning Commission to act as Final Plat
approval authority.
TRANSPORTATION:
MacArthur Blvd. is shown as a P6D, six-lane divided thoroughfare
contained within a 110-foot right-of-way. It has been improved as
a four-lane divided thoroughfare.
SURROUNDING LAND USE & ZONING:
North - public baseball fields; SF-7 zoning
South -single-family residences; SF-9 zoning
East- power line right-of-way; O (Office) zoning
West - public baseball fields and single-family homes; SF-7 and SF-9
COMPREHENSIVE PLAN:
The Comprehensive Plan of May 1996 showed the
property as suitable for light manufacturing uses. Council
modified the Plan in June of 2004 to reflect residential
development.
DISCUSSION:
As outlined in the HISTORY on of this report, the subject tract was
recently rezoned for townhouse development. The Comprehensive
Master Plan has been modified to reflect this use, and staff supports
the plat request (at a maximum 10.86 du's per acre) with certain
stipulations being addressed as conditions of approval.
RECOMMENDATION TO THE PLANNING AND ZONiNG COMMISSION:
Staff recommends APPROVAL of this Final Plat, subject to the following
conditions:
1) Establish a Homeowners Association to maintain all common areas in
this development and have the City approve as to form.
2) Abide by Engineering comments related to this Plat document (attached).
3) Area at end of cul-de-sac needs to be identified as "Lot 3X", if common
area.
