Page 1 of 3 Item # 5 TRANSPORTATION:Denton Tap Road is a P6D, six lane, concrete divided thoroughfare developed to standard and contained within a 110-120 foot right-of- way. SURROUNDING LAND USE & ZONING: North -park land, flood plain, and single-family housing; TC (Town Center), PD-133, FP/SF, Planned Development-133 South - park land; TC (Town Center) East- park land; TC (Town Center) West - park land; TC (Town Center) COMPREHENSIVE PLAN: The Comprehensive Plan of May 1996 shows the property as suitable for park and open space use. DISCUSSION: This is a request to locate three Verizon telecommunication antennas on a replacement to one of the City's light poles in Andrew Brown Park West. More specifically, Verizon would like permission to replace a 70-foot light tower with an 80-foot combination light and cell tower in close proximity to the concession stand in Andy Brown West. Verizon plans to utilize the additional ten feet of pole space to install three- telecommunication antennae roughly 6-feet long by 6-inches wide by 3- to 4-inches deep. In addition, a 12-foot by 14-foot equipment shelter approximately 8-9 feet tall and attached to the concession stand is also requested for this site. As indicated by the applicant, the shelter will match the existing brick of the concession stand and will not interfere with any stand activities. That understanding will be a staff recommended condition of approval of this request. A lease agreement between the City and Verizon is being worked out and will be an additional condition of approvak Our leases are generally set up for five-year terms, have built-in escalators, and are renegotiated at the end of the lease period. The applicant has stated agreement with these guidelines. Entrance to the equipment shelter in the applicant's exhibit shows an east- facing entrance. Staff prefers a south entrance because that location minimizes visibility into the shelter from the Denton Tap Road side of the building. It is our understanding the applicant is agreeable to moving the entrance, but we will include that as a condition of approval. Verizon Wireless will be applying for a building permit for the site and requests approval of the application subject to the requirement that Verizon Wireless obtain a building permit from the City of Coppell prior to the commencement of any construction. Section 12- 32A-3(L) prohibits any signage on any antenna or tower. As indicated on the photo simulations attached to the application, Verizon Wireless will not attach any signs to any antenna or tower. This determination is typically made as the need for such towers arises. As indicated in the Affidavits that accompany the application, this site will provide coverage to a major portion of the City and will fill existing gaps in coverage. For your benefit, I have attached two propagation maps as Addendum A to this cover letter. Denton Tap Road Coppell North Site Verizon Wireless has negotiated a License for Communications Facilities with the City of Coppell. Verizon Wireless will replace an existing seventy foot (70') light standard at this location with an eighty foot (80') light standard. Verizon Wireless will utilize the additional ten feet of pole space to install ~elecommunications antennas. Verizon Wireless will re-install the City's lighting equipment at the current height of seventy feet (70'). Per Section 12-32A-4(B) of the Code of Ordinances of the City of Coppell (the "City Code"), "The following uses are specifically permitted: Antennas or towers located on property owned, leased, or otherwise controlled by the city provided a license or lease authorizing such antenna or tower has been approved by the city." While this site does not require administrative approval or a special use permit, the City Council has instructed the Planning Department to adhere to the requirements under the remainder of the City Code when processing this type of request. According to the pertinent portion of Section 12~32A-5(B) of the City Code, the city planning director may approve an antenna which is attached to an existing tower, provided (i) the type of tower is not affected, (ii) a height extension may not exceed thirty feet (30') over the existing tower's height, (iii) the height change may only occur once in the lifespan of the tower, and (iv) the additional height shall not require additional distance separation as required in Section 12- 32A-6 of the City Code. Additional restrictions are placed on towers that are being relocated within the property, but Verizon Wireless will not be relocating the tower. Type of Tower The existing seventy foot (70') light standard will need to be replaced for structural reasons, but the replacement pole will also be a light standard, so the type of tower will not change. Height Extension The light standard will need to be extended a total of ten feet (10') to accommodate the Verizon Wireless antennas. This extension is indicated in the photo simulation attached to Addendum D which shows before and after shots of the proposed extension. Verizon Wireless will attach three antennas to the extension. Diagrams and specifications of the antennas (including dimensions) are attached to Addendum A. History of Height Changes According to John Elias with the Parks and Recreation Department of the City, the tower was constructed in 1991 and has never been extended. Distance Separation Please review the Site Plan attached as Addendum A for information related to distance separation requirements as required under Section 12~32A-6 of the City Code. DALLAS~221300. I Equipment Shelter As shown on Addendum D, Verizon Wireless will utilize brick matching, in color and pattern, the existing brick structure. Although the proposed wrought iron door is shown on the East side of the proposed expansion, the gate can be placed at whatever location the City desires, as long as Verizon Wireless is able to get to its equipment. Verizon Wireless has conducted radio frequency studies of the area surrounding the proposed wireless communications facility site located at 363 North Denton Tap Road, Coppell, Texas (the "Proposed Site"). Attached to this affidavit and incorporated herein by reference as Exhibits A and B are propagation studies depicting simulated radio frequency coverage in the area of the Proposed Site both before (Exhibit A) and after (Exhibit B) the Proposed Site is constructed and activated. Exhibit A is a true and accurate simulation of existing radio frequency coverage in the area of the Proposed Site and sho~vs varying degrees of less than optimum coverage in the general vicinity of the Proposed Site, including, without limitation, existing significant gaps in coverage. In real world terms, the colors indicate the following: White = No coverage Brown = Coverage outdoors Blue = Coverage inside vehicles Red = Coverage inside residences Green = Coverage inside commercial buildings This evidence conclusively demonstrates Verizon Wireless' need for the Proposed Site. As shown in Exhibit B, following construction and activation of the Proposed Site, Verizon Wireless' coverage and capacity needs in the immediate area of the Proposed Site will be substantially satisfied. "This Proposed Site will provide optimal coverage for the residential areas surrounding the Proposed Site and will serve both coverage and capacity needs for a 3/4 mile radius around the intersection of Denton Tap Road and Parkway Boulevard in the immediate vicinity of the Proposed Site. Initially, I contacted Gary Sieb about collocating on a light standard owned by the City of Coppell (the "City") at Andrew Brown Park on the east side of Denton Tap Road. The City had entered into other agreements with other wireless carriers in the past, and we believed we could work out a deal. There was no room to collocate on the light standards on the east side of the Denton Tap Road, but Gary pointed out that there was capacity on the west side. Gary suggested replacing the existing seventy-foot light standard with an eighty-foot light standard. The City would be able to keep their lighting equipment on the tower, and Verizon Wireless would install its antennas in the ten-foot extension." "The extension of the existing light standard is the least-intrusive manner available to serve Verizon Wireless' customers' coverage needs. As indicated on the photo simulations attached to this Affidavit as Exhibit B the extension will only be ten feet and the equipment on the ground will be housed in a 14.3' by 12' lease area adjacent to an existing concession stand.
