HEARING DATE: August 12, 1997 LOCATION: Both sides of Coppell Road north and south of Bethel Road, and both sides of Bethel Road east and west of Coppell Road. SIZE OF AREA: Approximately 65 acres. CURRENT ZONING: PD-LI (Planned Development-Light Industrial), C (Commercial), R (Retail), SF-12 (Single-Family Residential-12) and SF-7 (Single- Family Residential-7) REQUEST: HO-PD-LI (Historic Overlay-Planned Development-Light Industrial), HO-C (Historic Overlay-Commercial), HO-R (Historic Overlay-Retail), HO-SF-12 (Historic Overlay-Single-Family Residential-12) and HO-SF-7 (Historic Overlay-Single-Family Residential-7) APPLICANT: Planning and Zoning Commission Called Hearing HISTORY: City Council recently approved a text amendment to the Comprehensive Zoning Ordinance creating a Historic Overlay District. The original zoning districts in Old Coppell are now eligible for application of the Historic Overlay prefix. TRANSPORTATION: Coppell Road and Bethel Road are proposed to be C2U 2-lane undivided collector streets within 60 feet of right-of-way. Both are 2-lane uncurbed asphalt roads with side ditches. Bethel Road currently has a 50'-wide right-of-way. Coppell Road has a 60'- wide right-of-way. Item # 6 SURROUNDING LAND USE & ZONING: North - undeveloped; LI single-family residential development; PD-SF7 South- railroad; LI East - single-family residential development; PD-SF7 and SF-9 undeveloped; R Grapevine Springs Park; PD-LI West - undeveloped; LI single-family residential development; SF-12 undeveloped; R undeveloped; PD-LI COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for a historic district, except for the portion owned by the Baptist Foundation (PD-LI) which is shown as residential medium density. DISCUSSION: The Comprehensive Plan proposed a historic designation for Old Coppell. The Committee to Improve the Visual Image of Coppell recommended implementation by creation of a Historic Overlay District within the Zoning Ordinance, and suggested including a portion of undeveloped Baptist Foundation land. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Planning staff recommends approval of the rezoning to add the Historic Overlay District prefix to the properties suggested by C.I.V.I.C ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
