At the present time, Oncor is attempting to find materials for the control center that would meet city standards. We appreciate your assistance in this matter. Issues Marcie, I have had extensive conversation and correspondence with Oncor regarding their work rules. As you might imagine, the company keeps safety as its primary concern in any matter. That being said, Oncor has made a thorough inventory of its existing switching stations and substations. None of the current facilities constructed by Oncor has a knox box. Oncor understands the concerns of Coppell's fire department, but hopes that an explanation of their work practices will resolve the issues to the satisfaction of the city and Oncor. Over a period of many years, Oncor has developed a successful set of work rules to protect the facility and its employees. The work practice calls for a patrol and inspection of the facility about once a month. During this inspection the employee opens the gate to the station and leaves it ajar throughout the inspection process. Likewise, the employee is in contact the entire time with dispatch by radio and has a special emergency call button. The Oncor dispatch center can, and should, coordinate with 911. Moreover, the dispatch center must coordinate de-energizing the facility prior to the arrival of any rescue personnel. Entry into the facility should not be attempted when the station is energized. The work practices of Oncor exist to protect its employees as well as anyone else that might have a need to enter the substation. The members of the City of Coppell fire department should not enter the station under any circumstance prior to the facility be de-enegergized. The work rules of the company provide a means for Oncor to directly contact 911 and de-energize facility at the same time. Oncor understands that the City of Coppell is attempting to provide a means to provide a means of assistance at the substation. This gesture is appreciated, but superfluous as the company has longstanding work rules that provide protection for employees. They believe that the knox box, rather than provide security, poses an additional risk and is not necessary. Please let me know if you have any additional questions.
