Ms. Diamond:
Matt told me you were the project manager on the TXU facility. I understand
now that it is a proposed power station similar to the one on Sandy Lake, No
need to call me. E-mail communication is fine. Either way is fine, I just
wanted to know if the city has any other location options.
This is just an FYi about Priscilla McKinney. I understand this is probably
new information.

She also mentioned the willingness to provide TXU easement to the property.
You might want to take a look at the area she is talking about before the
Thursday meeting. The land she will suggest as an option seems to be
physically viable. As you cross the bridge at Soto's. There is a grove of
trees surrounding the creek area. The land immediately behind (south), and
to the east of those trees is visually buffered from the street view.
The facility would then be located adjacent to the existing southern
structures, and behind any future structures that will probably be built
facing Southwestern. It would be positioned in the center of a quadrangle of
indsutrial buildings -- far from view. The downside is that it would be
visible from Pinkerton and the area where I live, until such time as the
remaining land is developed. Personally, it is more advantageous to me to
have it located next to the fire station, but that area seems to be
developing along different lines than strictly a light industrial area.
The concerns I want P & Z to note involve the future use of the intersection
of Coppell Road and the railroad crossing.
At some point Coppell may have a train station and a need for a large
parking facility to accomodate commuters. This additional traffic may
increase demand for retail business within the Old Town area. The existing
city buildings may well be the foundation for a stronger commercial
presence. However, the power station may dramatically limit our options in
the undeveloped areas.
In general, I am opposed to building power plant facilities on major roads,
such as the one on Sandy Lake. I know there are people who regret that that
facility is located there. I believe we may reget using the land on
Southwestern for a similar purpose when we get a better indication about how
the tand is going to develop.
I have personal concerns about the placement of power lines down
Southwestern Blvd. Please let me know if this is part of the TXU plan.
Please let me know what you can so I can determine whether or not I need to

attend the P & Z meeting on Thursday. I am not an adversary in these
proceedings. It is to my personal advantage to have the facility located
next to the firehouse, but since I live in this area, I thought I could
offer insights that may be productive as you work on this project.
Thanks,

Gary can give you the details but it is similiar according to him to
the one at Sandy Lake and Coppell Road. I have not heard about this
moving across from Sotos. There is a small building on the proposed plan
like there is at the aforementioned location. Take Care1 JW

Jim:
What options are being considered for the proposed TXU facility on
Southwestern Blvd?
Priscilla McKinney, Sr. Prop. Mgr. for PacTrust will be at the P & Z
meeting on Thursday. She is going to suggest moving the facility to the
property behind the trees around the creek area across from Soto's.
What type of facility is planned. I have heard it is going to be a
power station similar ot the one located at Cottonwood and Sandy Lake. I
ahve also heard it was a building of some kind. Which is it?
