As discussed, the applicant's revisions still do not address several of the Council member's concerns related to use of the property, access to Forest Hill, sight lines from the residential as well as screening requirements. City Manager Marcie Diamond, Assistant Director of Planning As a follow-up to your meeting on March 11, 2004, concerning PD-199, you requested a clarification of staff's position on Items #6 (signage) and #7 (landscaping) in "Response to City Council Comments on PD-199" prepared by the applicant. 6. %0 address intemal signage to either increase or decrease the amount of signage". Applicant understands the issue to be the number of monument siqns as opposed to "internal" signage. Applicant will comply with Coppell's Sign Ordinance as it relates to monument signage for Tracts 1,2,5,6, and 7. A variance is required only for Tract 3 & 4. Staff Clarification/Comments: The applicant is committing to comply with the Sign Ordinance on all tracts except for Tract 4 where they are requesting a variance to the number and size of monument signs on that lot. Tract 4 is to remain one lot; therefore only one 60-square foot sign is permitted. If platted separately, then one 60- and one 40-square-foot sign would be permitted, for a total of 100-square-feet. However, the most recent request indicates two 96-square-foot signs on this one lot, for a total of I92-square feet of signage, exceeding the Ordinance requirement by 13g square feet. City Council may also consider the variance to the location of the sign on Tract 3, requested to be less than 75 feet from the side property line, as part of the PD. It must also be noted that most of the attached signs on the proposed Great American car repair facility are also not in compliance with the Sign Ordinance. 7. The amount of perimeter landscaping needs to be addressed as well as the intemal parking issues. Applicant is uncertain as to the nature of this concern. Item to be discussed at the March 11th meeting. March 25, 2004 Witt Page 2 Staff Clarification/Comments: The applicant has chosen, by virtue of this being a PD, to not provide for perimeter landscaping along internal lot lines as required in 12-34-8(C) of the Zoning Ordinance. Therefore, all of the landscaping calculations are net of this requirement. If this level of landscaping was provided, then an additional 25,020-square feet of landscaped area and 34 trees would be required. The following is the applicant's summary calculations: "LANDSCAPE SUMMARY TOTAL LANDSCAPE REQUIRED (excluding buffers) 185,047 s.f. TOTAL LANDSCAPE PROVIDED (excluding buffers)" 197,970 s.f. If the internal buffers were added in, the required landscaping would be increased to 210,067-square feet, and there would be a deficit of 12,097-square feet of total landscaping. Again, per the applicant's calculations: TOTAL TREES REQUIRED 296 Trees, 3" cal. (888 total caliper inches) TOTAL TREES PROVIDED 445 Trees, 4" cal. (1780 total caliper inches) 145 ornamental trees 7' in height. If the internal buffers were provided, then 34 additional 3 caliper inch trees would be required for a total of 102 additional caliper inches. Given the amount of tree retribution required, due to the loss of 1,354 inches of protected trees with this development, the applicant has chosen to add 149 four-inch caliper trees, as well as upsize the required trees from three to four inches, instead of providing funds to the City of Coppell Reforestation and Natural Areas Fund. If the required internal buffers were provided, the required number of trees would increase to 330 trees (990 caliper inches) and there would be a deficit of 102 caliper inches. If the applicant intends to plant trees in the levee as part of the required mitigation, consideration must be given to the applicant being responsible for the installation, irrigation, and maintenance of these trees in healthy growing condition. Jim, these calculations are based on the Landscape Plan denied by the Planning and Zoning Commission and considered by the City Council.
