ISSUES AS OF OCTOBER 24, 2003
Over the past several days I have met with each of you concerning the Windsor Estates
Plat. The following is a summary of the issues discussed at these meetings:
Kelly Jordan's Request: Amending Plat:
· Realignment of street (as builts do not match filed plat)
· Revised lot sizes (Lots 1,2,15, 16 and 17 Block A)
· Revised size of common areas (Lots 1X and 19X) and
· Rename Lot 15 to 15X, Block A it's a common area lot.
· Issues along the southern property line need to be resolved and correctly noted on the
plat.
· Revision to the 100-year Flood Plain line, per F.E.M.A. October 1, 2003
Terry Holmes' Request: Replat Lots 4 and 5, Block B
· Replat Lots 4 and 5, Block B into one lot.

Jim Street's Request: Replat of Lot 1, Block B
· Revise Fence line/building line to allow a fence 15 vs. 25 feet from property line on
Lot 1, Block B.
As discussed with you individually, per State Law, these revisions to the plat will require
a Residential Replat, as well as an amendment to the existing PD163R. These replatting
and zoning actions require that notices be sent to all property owners within the
subdivision and two public hearings be held. Staff will not support bringing forward
the Holmes and Street requests without addressing all the revisions needed to the
Windsor Estates Plat. Therefore, it is recommended that all corrections and updates be
made to the Plat, Site Plan, and a Common Area Landscape Plan, and supporting
elevations/illustrations for Holmes and Streets requests be prepared and submitted with
Applications and Filing Fees on November 17, 2003. Assuming all submissions are
complete and correct, these requests may be scheduled for a Planning and Zoning public
hearing on December 18, 2003, and City Council on January 13, 2004.
