After reviewing the submittal, Planning Staff prefers Alternative A over B because the it diverts the applicant's traffic off of Howell Drive, which is a two-lane black-top residential cul-de-sac. The Engineering Depa,iment must approve the paving of a City alley. No outside storage allowed under the dripline of the existing 24 caliper inch Elm tree in the rear of the property. A word of caution, vehicles and trucks can not be parked on an unimproved surface. Staff appreciates applicants commitment to the guidelines submitted with this latest submittal. However, staff requests applicant agree to the following items: a) Specify the exact number of trucks and employee vehicles that will be parked inside the screened fence. b) Agree to limit the hours of operations from 7:00 a.m. to 6:00 p.m. Monday through Fridays and specify the llours when the unloading of materials could occur. c) Modify Condition Number 5. Open Storage areas are typically confined to the rear two-thirds of the lot. An open storage area located in the side yard must be screened with a 6 foot high brick masonry wall. Applicant will have to request a screening wall variance from City Council. Staff has some concern of the location of the open storage, in terms of its proximity to the neighboring lot and the amount of noise possibly generated, as well as, access to the area interfering with parking lot space #1. Show dimensions of the alley. The intensity of the use is still of concern to staff, especially that this subdivision is still largely residential in nature. Applicant may consider offering some reassurance to staff in terms of limiting the type of trucks used, as well as limit the time of deliveries. A reminder that the applicant will be responsible for obtaining a zoning change request sign from the Planning Department and placing the sign on the property 10 days prior to the Planning Commission hearing. There is a $100.00 deposit fee for the sign. (Fill out attached form and return to the Planning Department no later than Friday, June 6, 1997.) Staff written comments will be faxed to each applicant.
