DRC Date: January 28, 1999 Planning & Zoning Commission Meeting: City Council Meeting: March 9, 1999 February 18, 1999 The landscape plan requires the following minor change~: a) Substitute the Sweet Gum tree with another approved tree on the City's Approved Plant Palette. Staff was recently i4formed that this specie is susceptible to disease. b) All planting islands must contain at least 1 tree. Plan is short 3 trees. c) Provide a berm to screen the 4 parking space, located at the southeast corner of the site. d) Right-of-way landscaping can not be counted toward landscaping requirement. The submitted building elevations lack the detail requiredl by the city. Please note the following recommendations: a) The CIVIC committee's report to City Council included the following recommendations for retail and commercial develop~aents: 1) Masonry: Should be brick and stone ofearth-ton~ colors. 2) Attached Signs: Signs attached to walls should cbnsist of individually mounted channel letters. Color of signs should be restrained: white, black or neutral colors are appropriate. 3) Awnings: Awnings should be of canvas or a lust~rless material that closely resembles canvas, at least 98% of which is a single deep or neutral solid color. 4) Roofs: Flat roofs and parapet walls around flat r?ofs should have a cornice, cap or other detail with vertical dimension equal to at least 3 percent of the height of the building. Metal roofs should be stal~ding seam either with a baked-on lusterless finish or made of copper. b) Bring to the Feb. 4th DRC meeting a color board sample of all exterior building materials. c) Furnish separate elevations detailing dimension and ~olor for each attached sign. Please be aware that you are only allowed a maximu~n aggregate effective area on any one fa~;ade equal to 1 square foot per lineat foot of front facade width and a maximum total aggregate effective area of ~ square feet per lineal foot of building or tenant frontage, as applicable, or 300 square feet, whichever is less. Oae way to meet the fire lane requirement may be to provide a second driveway entrance from Denton Tap. If grade differentials will permit it, a 24' wide driveway entrance col~ld be located 50' south of the railroad fight-of-way and still meet the minimum 120' distance required from the 30'- wide entrance shown. With 2 driveway entrances, a singl~ fire lane parallel to Denton Tap would be within 150' of all parts of the proposed building. This will require a total redesign, because the fire lane will obliterate at least a half qlozen parking spaces. Another option would be to complete the driveway extensiq~n shown leading to the south. If this driveway were constructed in compliance with fire lane requirements, extending at least 120' southerly off-site to a second driveway entrance from Denton Tap, all parts of the restaurant would be within 150' of it. The vehicular pavement, including dfive-through pavement, cannot be closer to a property line than 10'. No more than 15 parking spaces can occur in succession. S~xteen or more parking spaces in a row require separation by a landscaped island. 4. A 3,939-square-foot building requires 40 parking spaces. On the building elevations, please indicate where each m,terial occurs and bring color samples to the DRC meeting. The Planning and Zoning Co.remission is likely to require a non-lustrous material on the porch roofs. Their standard f~ awnings is canvas, but if the awnings match the porch roofs and are of a neutral color, the Commission may approve metal awnings in this instance. Also, you will need to provide elevations, specifications and colors of attached signs. Because Denton Tap Road is a primary image zone, the City's Streetscape Plan requires 1 tree per 40' of frontage, rather than 50' as required elsewhere. This will increase the number of required trees by 1. Of the 6 required for the Denton Tap frontage, 3 are required to be cedar elm (40% minimum). Provide a notation to the effect that additional electric wi~ing shall be underground and that mechanical equipment, electrical equipment and utilit,j meters shall be either placed in inconspicuous locations or screened from view. 8.
