This meeting was held at the offices of the City of Coppell on TueSday, September 5, 2000 at 2:00 pm
far the purpose of presenting the master Plan to the City of Coppe{I and introducing the 'subject of inter-
{Dca{ agreement between Coppe{I ~. Grapevine. The following was !discussed and noted:

BA provided an overview of the master site plan.
Various entities and scenarios were discussed in regards to what would need to be included in the
inter-local agreement such as: utilities, IDE, emergency services response, code review, building
inspections, planning ~ zoning ordinances, applicable building {:odes. etc. The City of Coppell
provided a copy of an inter-local agreement used recently as ~n example for Fellowship Church to
use to draw up a proposed agreement.
Graham reviewed some of the challenges and issues regardin~ the creek hydraulics, which are
currently being worked out for the master site plan.
Coppell advised that they have a newly adopted planning 8 zarling ordinances, which may or may
not exempt the church from tree mitigation. BA will need to re~iew this ordinance and confirm this
issue.

The extension of Creekview Drive was discussed and Coppell advised that the adjacent properb/
owner agreed to pay for the entire width of the current Creekview construction project, which is
one half of the entire length of the road. FC advised that the'~ have signed an agreement with the
City of Coppell that will allow the future extension of Creekvi~w Drive but there has not yet been
an agreement as to who will pay for the extension of Creekv~w Drive.
It was discussed that the extension of Creekview Drive through to Bass Pro Road will not be
required until substantial ball field development occur on theisoutham portion of the property. This
work is not anticipated to start construction for another 3-5 years.
7. Coppell clarified that Bass Pro Orive will be called Bethel Boa~ o0 the Coppell side of the property.
The City of Coppell advised that any building phases which e,~tend on to the Coppell side of the
property will require Coppell's planning ~ zoning city council r~views/processes which are similar
to but different from Grapevine's. All construction work on the Coppell side of the property will
have to meet City of CoppeH ordinances, building codes, and js subject to their building inspection
department.
8A proposed that the future building which sits partly on the (~ity of Grapevine and partly on the
City of CoppelJ side could have an inter-local agreement as tolwhich codes would apply, in an
effort to simplify the permitting ~ building inspections. The Ci~/of Coppell was not concerned with
what codes we followed or adapted on the Grapevine side bu[ that any building crossing the
CoppelJ city line would be required to be constructed to their itandards, using there codes ~
building inspectors.
10. It was discussed that with the building that crosses city/counly lines, the utilities from either city
could service it and there could be an inter-local agreement aZ for as emergency response.
At this time Scott Dyer with the City of Grapevine arrived at the meeting and the following was
further discussed and noted:
11. The City of Grapevine advised that providing emergency services to the FC property buildings and
ballparks, which fell on the City of Coppell side, would not be ~n issue for them.
12. It was discussed that the buildings, which are completely in thl~ City of CoppelJ, could be serviced
by Coppell utilities but have emergency services provided by tile City of Grapevine.

It was discussed that the bridge crossing the creek on the privCte property of FC would not be
required to be constructed until such time as substantial work Is done on the ball fields and only
will be required at such point public road access from either Cr~ekview or Bass Pro was either not
available or was difficult.

14. Coppell advised that they often have summer irrigation restr!ctions in regards, to landscape of the
ball fields etc. and suggested we use water wells or the prol~osed lake for irrigation.
15. We discussed the difficulties in determining which code is slricter (Grapevine's or Coppelrs) which
would be difficult and subject to much interpretation. No resblution to the building straddling the
city lines, other than applying the stricter of the two codes, was resolved at this time.
At this time this meeting was adjourned and a new meeting with Marci Diamond and Andrea
Roy took place. The following issues were discussed and halted:

The City of Ceppell asked us to consider whether or not we cpuld reconfigure the buildings such
that there was no building crossing over the city lines between Grapevine 8 Coppell. BA advised
that this would not meet the owner's needs.
15. Coppell advised that their tree survey mitigation requirement~ stated that the property owner
s ould endeavor to preserve the trees of the property."

We discussed various scenarios regarding the approval process and platting requirements. We
came to the conclusion that the best course of action at this iime is to plat the Phase I and Phase
II of the CCC Building and the Atrium in such a manner that th~ plat does not cross the city/county
line. This will allow us to move forward with platting and P ,5 Z ~' council review with the City of
Grapevine.

BA ~ FC will continue to pursue inter-local agreement betwee~ the City of Grapevine and the [;ity
of Coppell regarding the buildings crossing the city line but these issues will not hinder the current
phases of the project, which are completely o0 the City of GraPevine.
