HEARING DATE: June 14, 1994 LOCATION: North side of Deforest Road, 1600 feet east of MacArthur Blvd. SIZE OF AREA: Somewhat less than one acre CURRENT ZONING: A) Agriculture REQUEST: Approval of a zoning change to SF-12 from the current A zoning APPLICANT: Beamer Development, Inc. (Engineer) Bill Anderson 16250 Dallas Parkway Dallas, Tx. 75248 931-0694 HISTORY: A PD for residential development was granted on the property immediately adjacent to this tract in March. TRANSPORTATION: Deforest Road is to remain a local street in the thoroughfare plan requiring 50 feet of right-of-way and 27 feet of paving. SURROUNDING LAND USE & ZONING: North - vacant; LI zoning South - existing single-family; SF-0 East - existing scattered single-family, light farming; A West - existing scattered single-family; A Item 10 COMPREHENSIVE PLAN: The Plan shows this area to be utilized for low density single-family uses. ANALYSIS: This property is included to enhance the entrance to the existing PD. It will have no residences constructed upon it and will contain a landscaped entry to the PD. Being only open area with landscaping, staff would recommend approval of the SF-12 zoning. SF-12 is proposed so development can begin shortly. To amend the PD and go through additional analysis of the PD, the more expensive application fee, and the potential delays to construction did not make sense to staff. Again, we recommend approval of this request with assurances that the attached exhibit will be the eventual development proposed. Mayor Morton opened the Public Hearing and asked for those persons wishing to speak against this proposal. There were none. He then asked for those persons wishing to speak in favor of this proposal. Pat Keenan, 412 Wellington; Paul Shea and Barbara Bailey spoke in favor of this zoning change. Mayor Pro Tem Robertson moved to close the Public Hearing and approve Case #ZC-565(CH) changing the zoning from C(Commercial) to O (Office). Councilmember Sheehan seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. At this time Council took a short break in the meeting. 21. PUBLIC HEARING: To consider approval of ZC-566, zoning change from A to SF-12, located approximately 3/10 mile east of MacArthur, along the north side of DeForest Road, at the request of Beamer Development, Inc. Gary Sieb, Director of Planning and Community Services, made a presentation to the Council. Mayor Morton opened the Public Hearing and asked for those persons wishing to speak against this proposal. There were none. He then asked for those persons wishing to speak in favor of this proposal. Again, there were none. Mayor Morton then closed the Public Hearing. Mayor Pro Tern Robertson moved to approve ZC-566, zoning change from A to SF-12, located approximately 3/10 mile east of MacArthur, along the north side of DeForest Road. Councilmember Reitman seconded the motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. 22. To consider approval of The Estates of Cambridge Manor Addition, Final Plat, located approximately 1,600 feet east of MacArthur Boulevard, along the north side of DeForest Road, at the request of Beamer Development. Gary Sieb, Director of Planning and Community Services, made a presentation to the Council. Mayor Pro Tern Robertson moved to approve the final plat of The Estates of Cambridge Manor Addition, located approximately 1,600 feet east of MacArthur Boulevard, along the north side of DeForest Road with the following conditions: 1) all easements to be shown on face of the plat; 2) the 100-year flood plain be clearly indicated; 3) escrow be provided for improvement to DeForest Road; and 4) the required hike-and-bike trail be shown on the face of the plat and subject to the design approval of the City Engineer. Councilmember Reitman seconded the motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. 23. PUBLIC HEARING: To consider approval of a text amendment to the Comprehensive Zoning Ordinance, allowing the operation of on-premise management structures, in the LI (Light Industrial) zoning district; Section 30-12. Gary Sieb, Director of Planning and Community Services, made a presentation to the Council. Mayor Morton opened the Public Hearing and asked for those persons wishing to speak against this proposal. There were none. He then asked for those persons wishing to speak in favor of this proposal. Again, there were none. Mayor Morton then closed the Public Heating.
