HISTORY:
In October of 2000, City Council al~Proved a Preliminary Plat and a
zoning change from LI (Light Indgstrial) to PD-189 to allow the
development of an indoor basketball/recreational facility (referred to
as "Hoop Town") on 17 acres of fids 27-acre site. In December of
that same year, Council approvec~ an amendment to the PD to
enlarge the recreational site by approximately .7 of an acre to better
address tree mitigation issues. 3?he zoning was never legally

changed, the plat was never filed, ~d the project was never built.
Today, the property retains its Light Industrial zoning classification.

Plan discrepancies include a need to show ~nd label fire hydrant locations
on the Site Plan, as well as fire depart~aent connections. Also, the
applicant needs to dkmension the width of @arking spaces. Beltline Road
median alterations must be approved by the City of Dallas. The Site Plan
and Landscape Plan need to reflect a builOing footprint identical to the
building's design, including the articulated l~ortions of the structure. With
regard to articulation, it appears that the ~rchitect has added articulation
elements along Beltline Road, but there is some question whether the 100-
foot maximum spacing has been met. Fu~'ther discussion at the public
hearing will clarify staff concern regarding this point. The Engineering
Department has some concerns with this proposal but feels additional
conversations will resolve those concerns. A condition of approval is
compliance with Engineering comments.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends APPROVAL of this request, subject to the following
conditions:
1. Show and label all fire hydrants on Site Plan and reconfigure Fire
Department connection locations to lthe' satisfaction of the Fire
Department.
2. Dimension width of parking spaces o~ Site Plan.
3. Beltline Road median alterations mu~t be approved by the City of
Dallas.
4. Site Plan and Landscape Plan need t~ reflect a building footprint in
compliance with the building design.
5. Clarify building articulation design dimensions.
6. Compliance with Engineering comme,ts (attached).

standards

1. Additional fire hydrants are needed to meet minimum S{pacing (300' min. along fire
lane).
2. Overall design of water will be reviewed in greater detail during plan review~
3. You will need permission from DART to work within their easement to install the 8" sanitary
sewer.
