Approximately 3.2 acres PROPOSED AMENDMENT TO THE 1996 COMPREHENSIVEiLAND USE PLAN: From Neighborhood Retail to HistOric CURRENT ZONING: R (Retail) REQUEST: Place H (Historic) designation 6n the above-referenced zoning district, resulting in an enlarged Historic district. APPLICANT: City initiated Public Heating HISTORY: Page I of 3 There has been recent planning activity in the i~mediate area which affects the subject property, including the Old ('oppell MastOr Plan, which was discussed and accepted by City Council in April of 2002. On May 13, 2003, Council amended thc Land Use component of the 1996 Comprehera'ive_Plan, and revised and enlarged the Historic Overlay district, as proposed in the 0M Coppell Master Plan and as recommended in April 2003 by the Planning Commission. Recently, the HO (Historic Overlay) district, containing various lmse zonings, was changed to a straight H (Historic) district, which includes Standards for Construction and Design Item # 9 Guidelines for Old Coppell. A proposed restauram has since been approved on the westermnost two acres of this proposed rezoning. It was designed under the provisions of both the Retail and Historic districts. TRANSPORTATION: Bethel Road is a two-lane asphalt toad contained within a variable width right-of-way. Freese and Nichols has prepared the construction plans, which are now 90% complete, showing variable right-of-way widths and approxi~nately 28' of pavement with angled parking along the north sidd of Bethel Road, adjacent to this request. Construction is scheduled to begin late 2006. SURROUNDING LAND USE & ZONING: North - vacant land; PD-186R2-L1 (Planned Development Revision 2 - Light Industrial) & residential (Single Family- 12) South office/warehouse; LI (Light Industrial) East vacant land; PD-186-[,I (Planned Development, Light Industrial) West - Minyard's office/warehouse; LI (Light lndustrial)i COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for neighborhood retail uses. DISCUSSION: This is a Planning Commission authorized pubhc hearing to shift the boundaries of the Historic district of Oldl Coppell to include 3.2 acres to the west of the existing district along the [south side of Bethel Road. This will include the recently approved Hard Elght Restaurant (approximately 2 acres), which was designed under the assu~nption that it would be included within the district, and the property between it and the current Historic district (approximately 1 acre). According to FEMA, the majority of this one-acre property s located in the Flood Pla n, as depicted on the attached map. The request will also amend the Land Use component of the (?omprehensive Plan, which currently depicts this property as Neighborhood Retail. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the l~istoric district being expanded to include the 3.2 acres to the west alopg the south side of Bethel Road and amending the Comprehensive Plan to include this area as Historic.
