As a property owner iii old downtown, I submit the following comment iii writiag, due to a prior
conflict on February 17. My concern centers on inclusion of additional Residential use in old down-
town.
The City Council approved townhomes in old downtown with a split vote that applied to one
individual request, and the Council approved the ()Id Coppell Master ?lan as a conceptual plan only.
These Council decisions do not constitute across-the-board acceptance of additional Residential zoning
iii old downtown.
With guidance from the City's airport attorney several years ago, a zoning change request for
Residential east of o}d downtown (Westchasc) was dealed, due to proY, imity to a D/FW Airport flight
path. How can we iii good conscience accept a plan that includes Residential even closer (west of
Westchase) to the same D/FW Flight path? With use of the 01 O-degree heading for jet departures
looming, we are building iii overflight problems, future zoning controversies, aad impact on residential
property values. Even if thc historic guidelines are suggestions, and rczoning in old downtown will be
considered case by case, once a concept becomes part of a plan, it suggests acceptance of the concept, as
occurred with the Old Coppell Master Plan and Coppcll Townhomcs.
I hope that thc issue of Residential zoning iii old downtown will be separated out from tbc
historic district plan and discussed for thc record so that P&Z and Council positions are clearly under-
stood. 1 oppose thc plan until that time.
