The Georgetown Center was constructed in 1984 as a strip retail
shopping center. In 1987, a request for rezoning to the north and
west of the shopping center was sul~mitted by the Catholic Church.
A Special Use Permit was requested to allow stucco construction, as
well as the church use in a residential zoning district. Council
approved that request in late 1987. At that time, the building being
constructed acted as both a church sanctuary and multi-purpose

building. In 1993, the church purchased the Georgetown Center, and
it continued to operate as a retail center for the next ten years. In
1997, a new church sanctuary bu|lding was constructed totaling
approximately 36,000-square feet With an additional 6,000-square-
foot administrative building. In the early 2000's, the church decided
it needed the retail center for expanding church uses and began to
convert the building to parish activities.
TRANSPORTATION:
Sandy Lake Road is a C4D four-lane divided street built to standard
in a 11 O-foot right-of-way. Samuel Boulevard is a C2U, a two-lane
undivided collector street with a 60-foot right-of-way.

suitable for neighborhood retail.

if the Planning Commission supports this proposal, there are two actions
to be taken. One, change the zoning from C (Commercial) to SF-9 (Single
Family-9). Two, if the zoning is changed, amend the Comprehensive
Master Plan to reflect a public/institutic~nal designation, replacing the
neighborhood retail designation now existi~lg on the Plan.
Today, the frontage of Sandy Lake Road, oWned by the parish, is shown on
the Master Plan as neighborhood retail land use. Prior to the church
purchasing the Georgetown Center that lan~ use was appropriate, but with
the purchase, building usage changed. B~sed upon information provided
by the applicant, we understand that St. Ann is removing all retail uses
from the building and converting it to ministries of the parish. In fact,
several church uses occupy the building already and are listed on the
"Ministry" enclosure included with this zoning application.
There are two reasons for the request. First, the proposed church uses do
not need Retail zoning as all uses contemplated by St. Ann are allowed in
the requested zoning district. Secondly, the parish wishes to create the
same zoning on all this chumh land to simplify administration of their
property and identify parish holdings with q~ne zoning classification. Since
church uses are allowed in the SF district, the building being already there,

and no external changes being presently Contemplated for the building,
staff can support the request.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Although somewhat unusual for an applic~tnt to "down zone" property in
Coppell, this action is not totally unique. As a general rule, staff would be
reluctant to accommodate a request in c~nflict with the Master Plan.
However, in this case, the building is alre{dy in existence, the parish has
owned this property in excess of ten years, and the property was
specifically bought to eventually accommodate the activities of the church.
The uses contemplated are allowed by right in SF zoning, the zoning
change would place all parish property un~ler one, comprehensive zoning
classification, and the building will remaig essentially as it looks today.
Staff can SUPPORT this request. There mere no departmental comments
regarding this request, and staff recommends a two-part action:
1) Approval of the change of zoning from C (Commercial) to
SF-9 (Single Family-9).
2) Amend the Comprehensive M~ster Plan to reflect a change in
land use classification on thi~ property from Neighborhood
Retail to Public/Institutional.

3) Recommend modification of the request
4) Take under advisement for reconsideration at a lateridate.
