DISCUSSION: This proposal calls for an approximate[ I1,700-square-foot Montessori Academy being constructed on a 1.7 acr~ parcel along the north side o,f Fitness Court, west of the proposed Wac~hovia Bank (formerly Grandy s Restaurant), east of the Everybody Fits gymnastics facility. A Special Use Permit (SUP) request is[required for a variance to the stacking requirements specified !or a datcare facility. According to the Zoning Ordinance, the facility shall provide paved off-street loading and unloading space on a through 'circular' drive except when otherwise provided for when a Special Use Permi~has been granted. Drives shall be designed to accommodate one moto~ vehicle for each ten students or children cared for by the establishmer~t." This request is to allow the stacking space deficiency (2 spaces) to be offset by additional parking spaces. Staff feels this is reasonable, asi the majority of the actual wait time is during pick-up, when the driv~er has to park and enter the building to sign-out the student. One pgrking space per 10 children is required. They are actually proposing b0 spaces, while only 12 are required by Ordinance to acconunodat~ the maximum 120 students proposed at this time. The 30 spaces w!ll also accorranodate a plaaned future expansion area of 3,318-square f~et and 72 additional students. The future expansion area will be required to gain Detail Site Plan approval when requested. These minor changes are outline :1 in the staff recommendation. The only staff concern relates to the proposed windows shown, and this will iwo play structures designed for Fitness Court. This will be ,osed building materials. Nothing is shown addressing the concein on the attached resubmittal; therelbre, staff is continuing with the recqm~nendation just stated. RECOMMENDA'! ION TO THE PLAN~%!ING AND ZONING C MMISSION: Staff reconunends APPROVAL of this r~quest, subject to the following conditions: 1. An additional fire hydrant is[required along the 'west' fire lane.
